Response to European strategy on research and technology infrastructures

In light of the high-level institutional support from European Commission leadersincluding President Ursula von der Leyen and Mario Draghifor hyperloop as a next-generation transport solution, it is essential to reflect this momentum in Europes strategic research infrastructure roadmap. We propose the inclusion of a European Cluster of Hyperloop Centersa coordinated network of interconnected research and testing facilities across member states to accelerate the path to market of strategic technologies for Europe such as magnetic propulsion and levitation, GoA4 signalling, aerodynamic e-propulsion, e-storage systems.. among others, including a reference certification center to enable the path towards commercial operations. This would enable joint development, validation, and standardization of hyperloop systems, fostering cross-border collaboration and accelerating technological maturity. Such a cluster would build upon strong national initiatives, including the Hyperloop Development Program in the Netherlands, Spains leadership through Zeleros as a national reference, as well as other initiatives in Germany, Italy, and many other EU Member States. These efforts are further supported by the Hyper4Rail project and a growing ecosystem of industrial and academic stakeholders. The cluster would also reinforce the standardization activities led by CEN and CENELEC (JTC 20), and contribute to the EUs Green Deal and digital transition goals by advancing sustainable, high-speed, low-emission transport technologies. Additionally, it would provide a strategic platform for public-private collaboration, skills development, and European leadership in future mobility systems.

Response to Evaluation of the European Union Agency for Railways (ERA)

ZELEROS HYPERLOOP acknowledges the important work done by ERA from 2016 to 2021, and welcomes the European Commission evaluation of the agency’s work, as required by Article 82(1) of the Agency’s founding Regulation (EU) 2016/796 to provide our vision in relation to this new transport system. We specially thank the ERA experts who have joined the Hyperloop promoters roundtables organized by DG Move / Shift2Rail since summer 2018, after the signature of the cooperation agreement by European and Canadian hyperloop promoters to advance on hyperloop regulations (Link). These roundtables have been a success in our opinion, and very useful to periodically monitor hyperloop ecosystem progress, setting the basis for the future regulatory framework creation. On the 9th December 2020, the ‘Sustainable and Smart Mobility Strategy’ (COM(2020)789 final) was published by the European Commission. We would like to highlight, a number of paragraphs under the flagship 7 ‘INNOVATION, DATA AND ARTIFICIAL INTELLIGENCE FOR SMARTER MOBILITY’, which state: • Proactively shaping our future mobility by developing and validating new technologies and services is key to staying ahead of the curve. • The EU will therefore put in place favourable conditions for the development of new technologies and services, and all necessary legislative tools for their validation. We can expect the emergence and wider use of drones (unmanned aircraft) for commercial applications, autonomous vehicles, hyperloop, hydrogen aircraft, electric personal air vehicles, electric waterborne transport and clean urban logistics in the near future. • An enabling environment for such game-changing mobility technologies is key, so that the EU can become a prime deployment destination for innovators. Start-ups and technology developers need an agile regulatory framework to pilot and deploy their products. • The Commission will work towards facilitating testing and trials, and towards making the regulatory environment fit for innovation, so as to support the deployment of solutions on the market. Taking the above into account, and seen the rapid growth of the hyperloop industry, we propose to widen the scope of the ERA and adapt/prepare the necessary elements/capabilities that could enable ERA as the reference Regulatory Agency for hyperloop at European level, considering hyperloop as part of the railway ecosystem contributing to shape the future of mobility, a key element to expanding the limits of the high-speed Trans-European Transport Network (TEN-T). We strongly recommend that ERA cooperates with other regulatory agencies, especially with EASA (aviation agency), to take advantage of the already available capabilities in order to accelerate hyperloop regulatory framework creation and achieve a successful regulatory process. https://zeleros.com/
