The proposed act amends Article 38 of the Monitoring and Reporting Implementing Regulation (EU) 2018/2066 on the timing of the application of certain rules on the monitoring and reporting of emissions regarding the zero-rating of emissions from the combustion of sustainable biomass to ensure a robust, efficient and harmonised implementation of the provisions and allow for the training of verifiers.
