The Commission Implementing Regulation 2020/1070 specifies the physical and technical characteristics of the small cells that are exempted from any individual town planning permit or other individual prior permits. It does not cover small cells with active antenna systems (AAS) and stipulates an annual reporting obligation for the Member States on its application. The Regulation will be amended in view of including the usage of AAS and rationalising the Member States’ reporting obligation by extending the reporting period to two years.
