The EU Civil Explosives Directive (2014/28/EU and its implementing acts (Commission Directive 2008/43/EC on explosives traceability, Commission Decision 2004/388/EC on an Intra-Community transfer of explosives document) applies to civil explosives, which are used commercially. The evaluation of the Directive aims to assess whether they continue to serve the original objectives of a high level of safety of civil explosives and of guaranteeing the functioning of the internal market.
