The Council Recommendation of 19 December 2016 on Upskilling Pathways aimed at raising the skills and competences of the low-qualified adults. It indicates that the Commission shall within 5 years from its adoption report to the Council on progress made. This evaluation will assess the actions taken by Member States, the Commission support and the progress towards raising the literacy, numeracy and digital competence of the low-qualified adults; experience gained and implications for the future.
