The generic purpose of the evaluation is to provide an overall independent assessment and evidence on the contribution of the Twinning instrument in the period 2010-2017 to support candidate countries and potential candidates and neighbourhood countries in meeting their respective commitments in the framework of their relationships with the European Union (EU). Both Twinning and twinning light fall under the scope of the evaluation.
