The initiative aims to increase the resilience of the eastern regions bordering Russia, Belarus and Ukraine because of Russia’s war of aggression against Ukraine and its consequences on those regions. Those regions are struggling with restrictions on cross-border contacts, growing threats to physical security, cybersecurity of critical infrastructure, weaponisation of migration and disinformation, economic underperformance. Special actions need to be undertaken in the short, medium and long-term to address complex and diverse challenges.
