In its Communication on Strengthening European Identity through Education and Culture, the Commission proposes the creation of a European Education Area. One of the actions is a Council Recommendation on the mutual recognition of higher education and upper secondary education diplomas and study periods abroad. This is the first step in removing obstacles to the mobility of higher education students and secondary school pupils across the EU.
