The aim of the initiative is to revise the Commission’s block exemption regulations on R&D and specialisation agreements and the accompanying horizontal guidelines. The revision aims to ensure that companies have clear guidance on what horizontal cooperation agreements they can conclude without risk of infringing competition law.
