Response to EU Talent Pool

Abodoo welcomes the work that is being undertaken as part of The Pact on Migration and Asylum. We believe however that in order to set up a talent pool that is both fair and equitable to all - eliminating any potential for discrimination or bias - and allows for attracting and retaining talent to foster growth and innovation, all citizens coming from third countries should be afforded the opportunity to showcase their skills but also be provided with opportunities to develop and enhance their skills. We believe in a Skills First approach to recruitment and retention and in doing so are recommending the introduction of a Skills Passport for citizens with integrated learning solutions, skills accreditation and taxonomy translator. Citizens are recognised for their skills rather than their country of residence. They can choose to be anonymous in the first instance to reduce any inherent bias and become visible if/and when a suitable position is identified for them. The Skills passport will provide citizens with the opportunity to identify, manage, and keep track of their skills and professional experiences. Users can also plan, navigate, and access learning and career development opportunities using personalised learning recommendations at a time that best suits them. The benefits of such a solution include: No person left behind Enhancing and empowering diversity and inclusion Skills Empowerment Allowing individuals with a Skills Passport to access curated learning, skills planning and skills comparison Reskilling and Upskilling - Activating integrated recommended learning for citizens to upskill and reskill. Skills Divide Contribute to an easing of the skills gap and foster talent and innovation for a stronger Europe Reskilling & Upskilling Ensuring citizens from third countries have the necessary skills for future employment opportunities thereby reducing any dependence on the state. Policy Innovation Driving policy innovation by developing a new solution to a European wide challenge.
