EU Talent Pool

Migration and asylum

The Pact on migration and asylum committed to explore an EU Talent Pool and the idea was then developed in the 2022 Skills and Talent Package. The aim is to create the first EU-wide matching tool to facilitate international recruitment, making the EU more attractive for non-EU skilled workers and help employers find the talent they need. This initiative sets out the concrete proposal, also relevant for 2023 European Year of Skills.

German Chambers urge flexible EU Talent Pool without occupation lists

The DIHK calls for an unbureaucratic platform that integrates with national systems and rejects rigid shortage occupation lists. They believe companies should decide for themselves which workers to recruit from abroad regardless of sector. The pool must also ensure rapid recognition of qualifications and efficient processing of immigration applications.
This would help German companies fill 1.8 million vacancies while reducing administrative burdens.
Priority sectors like digital and green industries would lose their exclusive recruitment advantages.

Home care federation urges EU Talent Pool access for households

European Federation for Family Employment & Home Care- Fédération européenne des emplois de la famille, 31 Jan 2024

The federation requests that individual households, not just companies, be allowed to use the platform to hire domestic workers. They advocate for specialized skill categories for caregiving and the recognition of foreign qualifications. Additionally, they call for language support and integration services to assist migrant workers.
Access to the platform would help families overcome recruitment shortages and professionalize domestic work.
The informal economy loses its influence as the proposal discourages undeclared and unregulated recruitment.
