Response to Ecodesign requirements for local space heaters (review)

CoGDEM EU responds to draft Commission Regulations updating Ecodesign requirements for local space heaters, requesting inclusion of critical health & safety considerations. Specifically, CoGDEM EU calls for clear references to Carbon Monoxide (CO) safety and appliance servicing & testing in instruction manuals for installers & users (Annex II, section 4). For 12+ years, CoGDEM EU actively raises awareness on risk of CO leaks & intoxications from faulty heating appliances, usually from lack of inspection, testing & maintenance by qualified, certified professionals using EN-certified test equipment, or lack of awareness of symptoms of intoxication by CO and/or use of EN-certified CO alarms highlighting unsafe concentration levels. Known as the silent killer, CO causes thousands of intoxications across the EU yearly - many fatal - see annual overview attached. CoGDEM EU strongly believes EU laws focusing on buildings, heating & cooling must consistently address critical health & safety issues for building occupants. Consequently, Ecodesign requirements should include clear references to these risks and available safety solutions, as Regulation (EU) 2016/426 on appliances burning gaseous fuels (Gas Appliances Regulation) does - highlighting importance of properly designed appliances to prevent CO leaks & poisonings, while referencing servicing by qualified, certified professionals (in Recitals 16, 17 & 19, and Essential Requirements 1.6.1, 1.6.2, 3.2.4 & 3.4.4 (Annex I)). The EU Parliament position on proposed revision of Energy Performance of Buildings Directive (EPBD) also supports important amendments - notably Art.20, paragraph 3, Art.22, paragraph 1, and Art.23, paragraph 1 & 1a. While EP position does not prejudge final text, these amendments are critically important preventing CO-related incidents and saving lives. CoGDEM EU calls for clear references to CO safety in Annex II to draft Commission Regulation on Ecodesign of local space heaters - under section 4 (Product information requirements): instruction manuals for installers & users (consistent with Gas Appliances Regulation) should clearly mention risk of CO leaks & intoxications in cases where gaseous local space heaters are not properly installed and regularly checked, tested & maintained by qualified, certified professionals using EN-certified gas test equipments (flue gas analysers) - ref. points (1) (a) (i), and (2). They should also recommend use of EN-certified CO alarms (EN 50291), a very effective way to prevent deadly poisonings. We urge the European Commission to include these safety-critical issues and remain available to provide further technical input and evidence on CO incidents in Europe, upon request.
