Response to Union-wide performance targets for the fourth reference period (RP4)

ANS CR's comments on EU-wide performance targets by Key Performance Areas: SAF We have no comment on the SAF key performance area. ENV KEA is not an appropriate ENV indicator for ANSPs as the value of KEA is mainly influenced by the choice of route by individual aircraft operators (they often choose less direct, but more cost-effective routes), airspace layout (not only in FIR Prague - KEA values distributed to individual FIRs/UIRs depend on the overall course of the flight trajectory), and other factors (e.g. weather - especially wind speed and direction and other meteorological phenomena, airspace structures, RAD, charges for air navigation services). CAP We are of opinion that the CAP target should be set in line with the latest edition of the NOP. In addition, the unpredictability and volatility of traffic make it very difficult to plan for accurate capacity. CEF We have a fundamental comment on a key performance area of the CEF, namely the long-term development criterion of the DUC. The Czech Republic is among the countries severely affected by the drop in traffic due to the war in Ukraine. The hostilities and the sanctions imposed in response have led to a situation where a large proportion of traffic is circumventing Czech airspace. According to the latest STATFOR forecast, the Czech Republic is one of the countries in which the level of traffic will not be above the level of the pre-covid year 2019 even by the end of RP4. For 2029, the indicated traffic will be 12% lower than the reality of 2019 when expressed in en route Service Units. Although this situation is completely beyond the influence of the Czech Republic and its ANSP, it has a major impact on the fulfilment of the cost-efficiency indicators. The Czech Republic has significantly increased capacity in its airspace during RP3 in line with customer and European Commission expectations. Furthermore, for the start of RP4, investments (CP1) in ATM infrastructure are required by the European legislation, which will be necessary after the end of the effects of the described geopolitical influences. The Czech Republic was among the countries that most significantly supported air carriers during the COVID pandemic with substantial cost reductions and has always been pro-customer. However, achieving the objectives of the short-term DUC criterion is already very challenging process. The long-term DUC trend is impossible to achieve for ANSPs most impacted by the Russian aggression of Ukraine. Therefore, we believe that recognition of the situation and safeguards are needed in this respect that would allow either not to take into account this criterion or provide for possible adjusted calculation of the long-term trend for the States impacted by the war.
