Response to Integrated child protection systems

In the European Union, we have an alarming statistic that over 100,000 children are reported missing to Law Enforcement every year. In a vast majority of these cases, there is no evidence of a crime when the children are reported missing. Yet, children might still be at risk of life or of serious bodily harm, like for example a child writing a suicide note and disappearing, or a 6-year-old disappearing into a winterly forest. This absence of evidence of criminal component often impedes law enforcement agencies, limiting their use of certain investigative tools and causing delays in recovery efforts as many of their tools in many countries are only available upon investigating (the suspicion of) a crime. ALL tools available to Law enforcement to investigate serious crime should also be available to investigate a missing children case. EU Law enforcement authorities must further also have more capabilities to exchange data since many missing children cases are cross-border. Enhancing cross-border cooperation in addition to more tools available to law enforcement contributes to better protection of children and increases the chances of safely recovering them.

Response to Combating child sexual abuse

AMBER Alert Europe is a foundation that assists in saving missing children at risk by connecting law enforcement with other police experts and with the public across Europe. It advocates that one missing child is one too many and aims for zero missing children in Europe. AMBER Alert Europe welcomes this opportunity to provide feedback on the future developments of the Directive 2011/93/EU and favours the evolution of a comprehensive instrument which combats sexual abuse and sexual exploitation of children, as well as child pornography. This submission has been developed based on the proposal for a Common European Approach on Missing Children and Missing Persons, and the guide 'Understanding and Managing Risk in the Context of Missing Persons'. Please find enclosed our feedback in response to the impact assessment.
