Response to Policy framework on biobased, biodegradable and compostable plastics

Aquafil welcomes the European Commission’s initiative to establish a clear policy framework for biobased plastic. In order to contribute to the goals set by the Circular Economy Action Plan and by the European Green Deal, the policy should cover the following topics: • Labelling: today the term “bio-based” is associated with many products without specification on their actual “bio-based” content. This leads to a situation where consumers’ choice for sustainable products can be wrongly influenced by products labelled as “bio-based” where the actual bio-based content can be, in some cases, even lower than 50. The policy should address this topic, and define clear labelling rules that state the actual bio-based carbon content in products. • Bio-based content in products: traceability and the real bio-based content in products should be two pillars of the upcoming policy. Traceability ensures that that the biomass feedstock is actually included in bio-based products, while the content should reflect the actual one. Accounting methodologies (e.g. mass balance approach) based on credits allocation should not be allowed for labelling products as “bio-based” when the actual content could be equal to zero. This latter not only represents misleading information for consumers, but also disincentivizes real and genuine initiative devoted to the development and commercialization of real bio-based products. • Sustainability through the whole life cycle: Sustainability of BPP shall be demonstrated to verified LCA studies, which also cover the end-of-life stage of those products. Though the transition to a more sustainable plastic economy goes through the shift from a fossil-based model to a renewable, bio-based one, it is of primary importance to address the end of life of bio-based products: indeed, though making products out of renewable resources represents a key step forward towards achieving sustainability, if these products at the end of their useful life find their way to landfill or incineration, the effort of making them from renewable resources will result in an underexploited initiative. In this scenario, the role of circular economy is fundamental, and shall not be unlinked from bio-based economy in order to make bio-based products, and to have at the same time a way to valorise them at the end of their useful life.
