Response to Waste Framework review to reduce waste and the environmental impact of waste management

Vantaa Energy views the Commissions proposal for a revision of the Waste Framework Directive as a positive step towards reaching the EUs ambitious 2040 targets. However, the current revision is not sufficient for delivering the more fundamental changes needed in the Waste Framework Directive. Although the revision was limited by the Commission to textile and food waste, it would have also been important for the Commission to highlight the need of a full revision of the Waste Framework Directive during Commissions next mandate. Vantaa Energy wants to phase out the incineration of recyclable waste, improve material reuse and capture CO2 emissions for storage and use in sustainable products. As an actor in the WtE sector utilising mixed municipal waste as a heat and energy source, Vantaa Energy has firsthand experience of the lack of incentives for the sorting of mixed municipal waste. Regardless of efficient separation at source, a lack of sorting systems for residual MSW leads directly to recyclable waste being incinerated or landfilled. The Waste Framework Directive in its current form does not provide a definition of recyclable and non-recyclable waste, which also creates a loophole for actors in the waste sector - every individual actor has to make the decision on whether waste is recyclable or non-recyclable without an audit system. A stricter implementation of the waste hierarchy alongside with best available techniques on sorting of mixed municipal waste would help support the industry and create much needed incentives.
