ASOPROVAC

1.- La Asociación pretende lograr la máxima cohesión entre todos los ganaderos de vacuno de carne en el ámbito nacional, a fin de cumplir los siguientes objetivos, sin más limitación que la impuesta por el respeto al ordenamiento vigente y al bien común: a) Dotar al ganadero de vacuno, de ámbito nacional, de un instrumento válido para la representación, gestión, formación, información, defensa y fomento de los intereses profesionales, de forma integral, de todos los miembros de la Asociación, para potenciar el mejor equilibrio económico-social de la actividad común. b) Fomentar la dignidad y decoro profesional, persiguiendo el intrusismo, la competencia desleal y cualquier uso y/o práctica contraria a ley que pueda perjudicar al sector de vacuno de carne. c) Llevar a cabo actuaciones que permitan un mejor conocimiento, y la eficiencia y transparencia de los mercados del ganado y carne de vacuno d) Promover las actuaciones necesarias para mejorar la calidad de las produccione (...)

Response to Modernisation of the EU legislation for on-farm animal welfare for certain animals

Call for evidence for phasing out cages: Animal health in the EU has clearly deteriorated in the last five years. Many of the recent diseases are related to increased contact with wildlife, climate change and the difficulty of implementing more effective biosecurity measures in extensive or more free-range systems. In this context, proposing a measure such as phasing out cages that could lead to increased contact with other animals and with wildlife seems to us to be clearly counterproductive. On the other hand, the main reason for this proposal is the alleged improvement of animal welfare. However, firstly, at international level, there is no consensus on the actual beneficial effects on animal welfare (see document), but in addition, there is considerable evidence on the possible increase of health events and associated mortality, which obviously affects animal welfare and may also be a problem for the antimicrobial optimization strategy, which is also a high priority for the Commission. In the case of the beef sector, at least in Spain, individual housing is not common, but we consider it essential to deal with this issue from a scientific point of view and not from an anthropomorphic point of view, as we believe it has been. The conclusion of many studies is that individual housing is highly recommended when adequate colostrum intake cannot be assured and the reality is that this situation is difficult to ensure and unfortunately it is difficult for the farmer who buys calves to be aware of this key aspect. Preventing future health crises, with their devastating impact on animal welfare, public health, the economy, and food security, requires a proactive and multifaceted approach in the livestock sector. It is imperative to significantly improve biosecurity measures and implement strategies to prevent the uncontrolled extensification of livestock farming. These two lines of action, seemingly distinct, are intrinsically linked and fundamental to safeguarding collective well-being. Call for evidence for digitalization/indicators and import requirements: With regard to the indicators, we attach the link to the page of the Spanish interbranch PROVACUNO where you can find information on a certification scheme for animal welfare requirements on beef farms. I believe it is the only scheme, at least in Spain, that can be accredited, which makes it much more rigorous. More information on this link: https://www.provacuno.es/vacuno/espanol/bienestar-animal_334_1_ap.html Import requirements: In the vision for food and agriculture of February 2025, the Commission announced its intention to maintain a close dialogue with farmers, the food chain and civil society. The vision also states that the Commission will ensure that future legislative proposals on animal welfare will apply the same standards to products produced in the EU as to those imported from third countries. The specific review of animal welfare legislation will provide an opportunity to implement it in a way that is in line with WTO standards and based on an impact assessment. However, we do not understand why in the call for evidence, the EC speaks of equivalent requirements, which is not true to the Vision and the Commissioner's own words. The import requirements must be identical, not equivalent. Otherwise, we would fall back into the current situation, where imported products do not meet any of the current animal welfare requirements for European production and industry. To achieve this, it is important, firstly, that the new standards proposed for European production are really based on science, which has not been the case up to now, because if this is not the case, it will be impossible to demand from third countries.

De manera general consideramos que el documento no esta alineado con muchas de las recomendaciones y propuestas de la EFSA. Además tiene un impacto terrible para un país periferico como España y traería accarreado un elevado impacto social, económico y un aumento muy importante sobre el precio de carne en Europa

Asoprovac quiere felicitar a la Comisión por la puesta en marcha de la estrategia de la granja a la mesa del Pacto Verde. Dentro de ella como no puede ser de otra manera se quieren plantear cambios que los sectores ganadero, agrícola e industrias asociadas tendrán que acometer para alcanzar el objetivo planteado para 2050. Esta organización defiende el papel de la ganadería por su contribución a la lucha en el cambio climático, a la fijación de población y su compromiso con la sociedad a través de proyectos que pretenden responder a numerosos retos sociales: lucha frente a las resistencias antimicrobianas, economía circular,fijación de población, lucha contra el cambio climático o mejora del bienestar animal, entre otros. Este cambio debe hacerse de la mano de la ciencia y tecnología pero además, respetando las diversidades locales y acompañarse de inversiones para superar el reto que plantea la transición hacia un modelo bajo en carbono pero igualmente competitivo.
