Mission de Handicap International HI est une organisation de solidarité internationale indépendante et impartiale, qui intervient dans les situations de pauvreté et d’exclusion, de conflits et de catastrophes. Œuvrant aux côtés des personnes handicapées et des populations vulnérables, elle agit et témoigne, pour répondre à leurs besoins essentiels, pour améliorer leurs conditions de vie et promouvoir le respect de leur dignité et de leurs droits fondamentaux. Le 24 janvier 2018, le réseau mondial Handicap International est devenu Humanité Inclusion. Ce réseau est constitué d’une Fédération qui met en œuvre nos programmes dans une soixantaine de pays et de 8 Associations nationales. Ces programmes ou Associations nationales portent le nom « Handicap International » ou « Humanité Inclusion » selon les pays. Response to EU strategic Framework for Global Health

Persons with disabilities have equal rights to sexual and reproductive health (SRH), however women and girls with disabilities face significantly more challenges in realizing these rights. The intersection between disability, age, restrictive gender norms and lack of supportive legal environments further compounds barriers for women and girls to fulfil their sexual and reproductive health and rights (SRHR), including free and informed choice and access to contraception. It is estimated that one in five women has a disability according the World Bank (2011). Women and girls with disabilities have the same sexual and reproductive health needs, however they are much more likely to face barriers in accessible SRH information and services. Evidence demonstrates that one of the most common barriers persons with disabilities face in accessing SRH services is stigma and negative attitudes of health care providers. It is crucial to ensure that policies, programs and services are disability inclusive, this is when persons with disabilities of all types, all ages, and all genders can meaningfully participate and have proper and timely access to SRH information, screening, prevention, and care. When disability inclusion is considered at all stages for all SRH services and programmes, it ensures that stakeholders will be engaged, resources will be allocated within budgets and persons with disabilities will play an essential role in the processes. Providing accessible and quality sexual and reproductive health information, goods, and services to persons with disabilities is an obligation under international human rights standards, including the United Nations Convention on the Rights of Persons with Disabilities (CRPD) and the International Covenant on Economic, Social, and Cultural Rights (ICESCR). Indeed, a wide range of UN resolutions reaffirm the sexual and reproductive rights of persons with disabilities (UNCRPD). The 74th World Health Assembly in May 2021 adopted a resolution recognising the rights of persons with disabilities to accessing the highest attainable standards of health and quality health services, including sexual and reproductive health. The realisation of SRHR for all is also essential to fulfilling the Sustainable Development Goals’ mandate, to leave no one behind. Ensuring that specific attention is given to meaningful participation of persons with disabilities and representative organizations, the collection and analysis of disability, gender and age disaggregated data, and capacity building to ensure quality health care services are available and accessible to the most vulnerable will benefit all those who may need sexual and reproductive health services, whether they are living with a disability or not.
