Response to Resilience as a strategic priority of the external action of the EU

The new Resilience agenda needs to: - Define resilience a. in coherence and complementarity with the already existing EU and global frameworks and indicators (Sendai Framework, Paris Agreement, Agenda for Humanity, EU Action Plan for Resilience in Crisis Prone Countries) as well as the wider scope of Agenda 2030. b.include within its definition and understanding of ‘’resilience’’ the aspect of empowering individuals to cope effectively with the effects of disasters, conflicts and any situation of fragility, as empowering their communities to strengthen their resilient behaviours. c.broaderning the understanding of the term of “resilience” should not result in undermining the already existing aspects of community-based resilience and shift the focus from societal resilience to state resilience or stabilisation. - Ensure that the shift to societal resilience, including support for security and military actors, does not negatively impact or overrides people’s ability to realise their rights, especially children and young people in most vulnerable communities. Thereby, a rights-based approach to resilience would positively capture the narratives of local actors in order to leave no-one behind (children, young people, women) in line with international principles and law ie.UNCRC, IHL, Universal Declaration on Human Rights. - Ensure it addresses the multi-sectoral root causes and transforms the underlying structures of the violence, conflicts, natural disasters, impact of climate change etc. including power relations. - Invest in the long-term resilience of children and young people through a) the development of innovative child and youth-centered participatory approaches, b) committing to a systems strengthening approach to child protection (taking stock of the EEAS Guidelines on the Protection and Rights of the Child), c) increasing support for existing child-led and focused initiatives (in peacebuilding, development, humanitarian aid) and d) offering opportunities for them to develop life skills. - Establish transparent and accountable local to global governance systems, which involves consulting local actors regularly – individuals, communities, churches, NGOs, business and young people – and involving them in aligning EU policy and funding strategies to the needs and concerns of the community. In order for a society to be resilient, The Communication on Resilience also needs to put in place measures and mechanisms that enhance social accountability and strengthen relationship between citizens and state, using tools such as Citizens Voice in Action. - Help better understand context-specific dynamics: a. looking at resilience should incentivize the EU to spend more resources to carry conflict analysis in a more systematic way and integrate a gender and youth perspective, especially in line with the UNSCR2250, 1325). As emphasized in the EU Global Strategy, the EU should therefore pursue a multi-level and multi-dimensional approach to resilience that is conflict-sensitive. b. to ensure resilient and peaceful communities as well as a long-term sustaining peace, it is essential to engage children and young people as peacebuilders from a young age. This will guarantee the continuity and increased impact of peacebuilding initiatives and also support local organisations that actively involve children and young people that drive social change and create safe communities. -Safeguard that development aid is meant to empower the most vulnerable and that the new Resilience agenda will be mainly driven by development actors given its intrinsic links with achieving the Agenda 2030 and the need for longer-term programming. As ODA now comprises certain military, security costs insofar as they contribute to aid outcomes and operate as a last resort any support to these actors should be especially conflict-sensitive and managed in a way that is coherent with development assistance.
