Response to Apply AI Strategy

Atlassian welcomes the opportunity to share our recommendations for the upcoming Apply AI Strategy. We support the EUs ambition to become a global leader in AI and believe this strategy will be instrumental in accelerating the adoption of AI across the continent. Given the ambitious goals put forward in the Digital Decade Strategy, including the target of having 75% of EU organisations using AI by 2030, now is the time to develop a future-focused and action-oriented strategy for AI adoption. Atlassian is an enterprise software company guided by a singular mission: to unleash the potential of every team. Atlassian products are deployed across 85% of the Fortune 500 and used by over 300,000 companies worldwide including Air France-KLM, Audi, Capgemini, Klarna, and Mercedes-Benz. Over one-third of our customers are based in Europe, who are largely small and medium-sized enterprises as well as growing startups, like Glovo. Today, we have 1.5 million monthly active users of our AI products. Across the Atlassian platform, we have delivered cutting-edge AI to boost teams productivity, enabling them to draw insights from organizational data and streamline decision-making. Our hybrid approach to AI allows our customers to leverage an intelligent mix of leading Large Language Models (LLMs) from different providers, including models developed by European companies. Our experience with enterprises of all sizes and our rapidly growing AI user base informs our recommendations for the Apply AI Strategy. Building on our support for the EU AI Act and our commitment to the AI Pact, we believe thoughtful regulation and policy initiatives can build trust and foster the responsible development and deployment of emerging technologies. Recommendation 1: Ensure European organisations retain access to world-class AI and cloud technologies. The EU should continue to ensure European organisations have access to a range of effective and trustworthy AI technologies and cloud services. For example, this means refraining from introducing new rules that could exclude or limit access to the Single Market to trusted players from like-minded countries. Recommendation 2: Support smart and proportionate regulation. We welcome the Commissions interest in revisiting aspects of the EU AI Act to identify opportunities to streamline its requirements. Indeed, AI regulation should not stymie AI adoption, especially among small- and medium-size businesses that typically have limited resources for compliance. Recommendation 3: Clarify responsibilities for GPAI system providers. We believe that there is significant scope to clarify the obligations of downstream providers of GPAI systems that integrate third-party GPAI models, like LLMs, and adapt them for use by deployers through fine tuning. The obligations of downstream GPAI system providers should be clarified separately and distinctly from those of a GPAI model provider. Recommendation 4: Ensure sufficient lead time between AI Act implementing materials and compliance deadlines. We appreciate that stakeholder-driven implementation takes time. Given that key implementation mechanisms for the AI remain under development, such as the General-Purpose AI Code of Practice, as well as the forthcoming harmonized standards and guidance materials associated with key obligations under the AI Act, we call upon the European Commission to ensure that there is ample time between the publication of these deliverables and the date of application of the relevant obligations. We encourage the European Commission to consider whether targeted changes to some of the AI Acts application dates would be appropriate to allow organisations adequate time to incorporate key elements of these materials in their compliance plans.

Response to International Digital Strategy

Atlassian welcomes the European Unions (EU) International Digital Strategy and appreciates the opportunity to share our perspective in advance of its publication. Atlassian is an enterprise software company focused on a singular mission: to unleash the potential of every team. With over 300,000 customers globally, and roughly one-third of our customers based in Europe, we share a deep understanding of the challenges facing teams and how software can help organizations align work to goals, establish shared processes, and harness their collective knowledge. Atlassian has over one million monthly active users of our AI products. Our customers utilize AI to boost team productivity, leverage insights from organizational data, and streamline decision-making. Our hybrid approach to AI allows our customers to leverage an dynamic mix of leading Large Language Models (LLMs) from different providers, including models developed by European companies. Atlassian is headquartered in Sydney, Australia, where the company was founded in 2002. We have over 13,000 employees globally, with over 1,000 employees working across Europe and connected to our offices in Amsterdam, The Netherlands and Gdansk, Poland. In 2024, we joined the AI Pact to demonstrate our commitment to supporting our European customers as they adopt AI. The EU and Australia have played an important role in shaping global technology policy. GDPR set the global benchmark for privacy and data protection regulation over the last decade, in addition to the landmark AI Act and rules for digital platforms. Australia has been a first mover in areas such as online safety and social media regulation. We encourage the EU to recommit to the EU-Australia Digital Dialogue as part of its International Digital Strategy. We believe that the Dialogue offers further potential for bilateral cooperation on shared challenges and collaboration towards common goals. Indeed, there are at least three areas where the EU and Australia can reinvigorate and refocus the Dialogue to advance their technology policy needs and economic ambitions. First, expanding cloud adoption is a shared priority for the EU and Australia. Recent research shows that nearly half of European businesses have yet to migrate any workloads to the cloud, which is a challenge that Australia also faced. In 2020, the Australian Bureau of Statistics reported that just over half of Australian companies were using cloud services. This parallel highlights common obstacles and opportunities for mutual learning as both the EU and Australia continue advancing their cloud strategies. Next, both the EU and Australia seek increased adoption of AI. At this pivotal moment, both parties stand to benefit from an exchange of ideas and experiences, given that Australia continues development of its approach to AI regulation and governance and Europe continues implementation of the AI Act. Likewise, as the EU considers how to maintain the Brussels effect of its policies, there is inherent value in sharing with jurisdictions who have not finalized their rules. Finally, it is Atlassians privilege to be among Australias leading software companies. We would be honored to share about our growth with the Dialogue, and to support the Dialogue by helping to engage our Australian peers in the groups consultations. As demonstrated by other bilateral dialogues about technology, establishing an industry track can provide useful strategic insights about the practical impact of public policy.
