Austro Control's remarks regarding the different Key Performance Areas: SAFETY: No remarks; ENVIRONMENT: - KEA is not an appropriate ENV indicator; As the impact of adverse weather conditions is not taken into account, it is impossible for AT to reach the targets. Reroutings due to airspace closers are another issue which is not taken into account by KEA. - The target values should start closer to the actual value for 2023. COVID years should not be taken into account for target setting. - ENV targets are over ambitious and will not be reached at EU-level. The targets should be as a minimum 10% higher that they can be reached. CAPACITY: - In the historical analysis of CAP values, the years 2022 and 2023, which describe actual key shortcomings, have to be weighted more in the target development process than the values from preceding years. - CAP targets are over ambitious and will not be reached at EU-level; - CAP targets should be inline with the NOP Delay Forecasts 2025-2029 from March 2024; - Special external events should be taken into account in a flexible manner; COST EFFICIENY: - As the traffic forecast has been revised, the associated cost must also be revised. - The DUC Trend should be not higher than 1,5% pa., as the ANSPs should be in position to handle the forecasted traffic. - It is incorrect that ANSPs have 16% inefficiency: this value in the Academic study refers to a score average of two parameters computed on data from 2012-2019; - It is not apparent how an average of the historical values from 2012 to 2019 describes the efficiency of the ANSP in 2029; - Historical scores from 2012 to 2019 cannot be used to predict 2029 data points;
