ATR joins the call made by the entire aviation ecosystem under the Destination 2050 umbrella for immediate and targeted measures to be included in the STIP to boost SAF production in the European Union. Accelerating the availability and affordability of SAF is essential to achieving the EUs and the aviation sectors shared objective of net-zero CO emissions by 2050. To reach this goal, supportive policies and investment frameworks are urgently needed to unlock SAF production at scale, stimulate market development and ensure that all parts of the aviation sector including regional aviation can contribute meaningfully to Europes decarbonisation efforts. Alongside a robust SAF strategy, there is an urgent need to support the deployment of aircraft powered by alternative propulsion systems, such as hydrogen, hybrid-electric and battery-electric technologies. The European Commission should build upon existing instruments by extending in volume and time the mechanism for Fuels Eligible under EU ETS (SAF allowances) to bridge the price gap between SAF with conventional kerosene and further support SAF uptake as part of the 2027 EU ETS review. The European Commission should also establish new instruments to overcome market failures. To ensure an efficient and competitive SAF market, STIP should support the implementation of a Book & Claim (B&C) mechanism that allows SAF production to be optimally located in the most cost-effective regions while ensuring emissions reductions are properly accounted for. The Book and Claim mechanism should need to be aligned with EU ETS principles and scope, ensuring that SAF use is correctly credited to operators. While SAF production can help to tackle CO emissions, the next generation of aircraft can address both CO and all non-CO emissions that contribute to climate change. However, such aircraft will need to find at airports an adequate infrastructure, whether it is for battery charging or hydrogen refuelling. The STIP should nurture Europes innovation ecosystem by linking pioneering R&D initiatives (e.g. Clean Aviation and SESAR) with industry and ensuring that certification authorities such as EASA are fully resourced to swiftly approve game-changing technologies. Investing now in enabling infrastructure from hydrogen refuelling and electric charging at airports to digital ATM systems will further ensure these innovations can scale, positioning the EU as a global leader in sustainable aviation.

Response to Climate change mitigation and adaptation taxonomy

We welcome the recognition in Article 22 of the Regulation of the importance that aviation constitutes towards the transition to a low-carbon economy. As such, in order for the aviation sector to decarbonise investments are necessary 1. to boost the production and uptake of SAFs in Europe through a dedicated and stable set of policy measures and public investment plans; 2. for airlines and aircraft operators to replace older aircraft (fixed wing and helicopters) with more modern and environmentally friendly aircraft to speed up the green transition towards the EU’s shorter-term ambition of 2030; 3. Increase investments for Civil Aviation Research and Innovation (Clean Aviation and SESAR). European disruptive technologies and innovative fuels, including hydrogen, can generate deep and long-term emissions reductions towards the EU’s Climate Neutrality in 2050. 4. Continue investments in the European Air Traffic Management system to enhance the benefits of the Single European Sky and deploy SESAR technologies with proven sustainable and environmental benefits. Some existing aircraft technology already provide transatory solutions to a low carbon economy. This is the case for turboprop engines that use a thermodynamic turbine. With its large propeller and a gearbox, the turboprop engine moves a greater quantity of air for less thermal power. A turboprop aircaft therefore burns 40% less fuel than a jet on short distances, and provide a more sustainable alternative.
