Response to Fitness check – energy security architecture

Given Switzerland's central geographical position in Europe and its crucial role as an electricity hub for the synchronous grid of continental Europe, as well as its key role in trans-European gas and (future) hydrogen flows, EU-Swiss cooperation on energy security is of great importance for ensuring European security of supply. This was recognized by the European Parliament in its resolution on EU-Switzerland relations adopted on 4 October 2023: 36. Stresses that in the electricity sector, grid stability and the security of supply and transit depend on close cooperation between the EU and Switzerland; notes the interconnection of Swiss, German, Italian, Austrian, and French power grids; remains concerned that excluding Switzerlands energy industry poses systemic risks for the synchronous grid of continental Europe. In relation with the ongoing "Fitness check evaluating EU energy security architecture" the cooperation with non-EU countries should be based on a differentiated analysis of the geopolitical risk these non-EU countries represent, ranging from a relatively high risk to no risk - as in the case of Switzerland. It would be beneficial for the EU's energy security architecture to reflect the deep physical integration and the existing and continued alignment of the energy policies of the EU and Switzerland. Irrespective of the possible implementation of a Swiss-EU electricity agreement, it would be mutually beneficial for the EU and Switzerland to explore ways of working together on energy security through an enhanced form of energy security cooperation. This is particularly relevant in the light of ongoing developments in the EU energy landscape, including the emergence of new challenges related to gas supplier diversification, decarbonisation, climate change adaptation and the transition to a more electrified energy system.
