Response to Revision of Combined Transport Directive

Kombiverkehr Deutsche Gesellschaft für kombinierten Güterverkehr mbH & Co. KG is a logistics service provider that develops, organises and markets a Europe-wide network for rail-road combined transport. As the leading operator for combined transport in the EU Kombiverkehr welcomes the launch of the revision of the Combined Transport Directive. To create a level playing field for all modes of transport the Combined Transport Directive should be part of a holistic strategy to reduce CO2 emissions in the transport sector. To internalise all externalities of transport is thereby the most important step and the consistent way to achieve better transparency as well as to shift the intermodal split. Therefore, the extension of scope is to be greeted. The revised Directive should make clear that there is a strong need for consistent rules and regulations for applying the regulation for cabotage. We would like to draw the attention to the highly heterogeneous and unstandardised means of multimodal transshipment, as opposed to intermodal transport, to which the impact assessment should pay particular attention. There is the need for a further harmonization and clear rules for the measures of semitrailers. We also need a new and more sophisticated way to define the characteristics of suitable terminals. To improve the interoperability between rail and road the number of craneable semitrailers should be enhanced year by year until all semitrailers are craneable. We are looking forward to collaborating with the Commission in its impact assessment efforts, by participating in the public and targeted consultations.
