Revision of Combined Transport Directive

Transport

The Directive supports the shift from road freight to lower emission transport modes such as inland waterways, maritime transport and rail. The European Green Deal calls for higher ambition to further promote more sustainable modes of transport. The proposal will review which transport operations should be supported as well as the support measures and reduce the negative environmental impact of the transport sector by implementing the ‘polluter pays’ and ‘user pays’ principles.

They want the Handbook on external costs of transport updated with balanced methodology that includes all externalities from all modes equally, including rail-specific costs like scarcity and subsidies.
This would prevent road freight from being disadvantaged compared to competing modes.
Rail and waterway operators lose regulatory advantages if all externalities are counted equally.
