Why — Including nickel would protect European low-carbon producers from being undercut by cheaper, high-emission imports.3
Impact — High-emission foreign producers would lose their competitive advantage and face pressure to adopt cleaner technologies.4

Message — Boliden proposes a price shock absorber to prevent the most expensive plants from setting high electricity prices for all users. They request EU guarantee schemes to support voluntary power purchase agreements while opposing subsidies for wind and solar power. They also call for a liquid, long-term financial market to increase pricing transparency.123
Why — Decoupling electricity prices from fossil fuel costs would protect the company's industrial competitiveness.45
Impact — Renewable energy developers would lose public subsidies for mature technologies like wind and solar.6

For more than 90 years, Boliden has been exploring for, extracting and processing metals and precious metals based on experience, innovation and modern technology. We are a part of the non-ferrous metals industry and our main products are zinc, copper, lead, nickel, gold and silver. Boliden supports the European commission´s increased climate ambition announced in the European Green Deal. Our view is that the transformation of Europe towards a fossil-free future needs to be based on the development of better techniques and the incentive of profit. Boliden does not believe that the propsed CBAM can effectively replace existing carbon leakage measures. CBAM should only be implemented if this can be done in a way that is complementary to the current EU ETS system and that results in an increased carbon leakage protection for EU industry, otherwise the result will be an increase of emissions on the global scale and the system will counteract its own purpose. The Mining and Metals industry needs: • Our sector is the most electro-intensive sector, therefore decarbonisation of EU power production will be the most important factor in the decarbonisation of our industry. • Due to the marginal cost pricing of electricity, European industry still pays the same price as electricity generated from coal, natural gas and oil, even if the electricity is fossil free. A support scheme, that could help electro-intensive consumers, who are particularly sensitive to electricity prices, to consume renewable electricity needs to be established. • Our industry is unable to pass on these extra costs to our customers, which creates a competitive disadvantage for European industry compared to producers outside Europe. Therefore, we are exposed to a significant risk of direct and indirect carbon leakage. • Our industry needs, access to fossil-free energy at competitive prices and time and regulatory stability to implement the necessary low-carbon technologies. Boliden supports high ambitions for a sustainable transition to build up a strong industry for electric vehicles in the EU and welcomes the new proposed battery regulation. As one of Europe’s largest producer of essential metals for the green transition, Boliden will have an important role in providing the EU market with copper, nickel, zinc, lead, cobalt and other metals with strategic importance for the EU. To create an efficient recycling industry in the EU, with a level playing field, we want to give our recommendations with regard to the European Commission Proposed EU Batteries Regulation, detailed in the attached document.

Response to Climate change mitigation and adaptation taxonomy

Boliden Response Draft delegated regulation Sustainable finance, Taxonomy For the European Commission to succeed with its goal to transform Europe to the world´s first climate-neutral continent, extensive reduction of fossil fuel consumption and a strong increase in base metals production are required. More copper, zinc, nickel and other base metals are needed in order to change and develop industry, the transport sector and to increase fossil free energy production. Today, Europe produces only a small amount of the metals that are consumed within Europe and is therefore relient on import of metals from other countries, including those with lower environmental standards and climate performance. Boliden support the European Commission´s strive towards climate neutrality by 2050, and our company has set an ambitious goal to reduce CO2-emissions by 40% (compared to 2012) by 2030. Our goal is to provide the metals essential to improve society for generations to come with consideration to people, the environment and the society. Our vision is to be the most climate friendly and respected metal provider in the world, and today, the climate impact of Boliden´s value chain is already significantly lower than the global average for our industry. We are also involved in traceability projects to be able to show the origin of metals, their carbon footprint and the admixture of recycled electronic scrap in our products. According to the Nomenclature of Economic Activities (NACE), Boliden´s primary concentrate production is classified under NACE code 0729 (non-ferrous metal ore). Since Boliden holds a leading position in sustainable mining, metal production and metals recycling in Europe and we are partly sorted under NACE-kod 0729, we welcome the addition of our sector to the Taxonomy system. However the mining industry is a very capital intensive industry and therefore we would like to emphasize the importance that the requirements which are formulated enable investments both in existing and new mining operations. The mining and metals industry is global. Prices are set on a global market and are influenced mainly by economic growth rates and expectations of supply and demand. The mining and metals industry is thereby unable to pass on extra costs to customers. The criteria being developed within the Taxonomy framework must therefore take into consideration the affect on internal raw material supply within Europe as well as how they will affect competitiveness amongst primary and secondary raw material producers. The mining industry is at the same time an electricity intensive industry, which is highly likely to increase further due to elimination of fossil fuels. Therefore, access to fossil-free energy at competitive prices is a key for the industry to be competitive on a global market. Boliden therefore emphasizes the importance of considering fossil free electricity and biofuels as sustainable. Thus, the criteria for electricity produced from hydropower and nuclear power as well as the criteria for forestry and biofuels are important for the mining industry. Response to Updating the EU Emissions Trading System

Boliden consider EU ETS to be the key tool for addressing the reduction of CO2-emissions and protect the competitiveness of the energy intensive industries. We believe that an adequate indirect compensation scheme and free allocation are the optimal way to protect our sector from carbon and investment leakage. Therefore we would like to change the current system as little as possible. Any amendment to EU ETS or any of its’ subsequent acts, should complement the current system, not change, or replace it. The mining and metals industry is global. Prices are set on a global market and are influenced mainly by economic growth rates and expectations of supply and demand. The European raw materials sector enables the transformation of Europe into a low carbon society and electrification is the key. Boliden’s operations run on a high degree of fossil-free electricity. Due to the marginal cost pricing of electricity, European industry still pays the same price as electricity generated from coal, natural gas and oil, even if the electricity is fossil free. Our industry is unable to pass on these extra costs to our customers and are exposed to a significant risk of direct and indirect carbon leakage. The mining and metals industry is currently under transformation towards fossil-free production. However, reducing the industry´s CO2-emissions is no quick fix; major technological breakthroughs and large investments over time are needed in order to succeed. Therefore, our industry needs clear and consistent legislation to be able to make the large investments that will be required. We are worried that the planned expansion of the EU ETS system to road transport, buildings and the maritime sectors, expected in June 2021, will reduce the number of allowances available to businesses. These sectors have considerably higher carbon abatement costs than the EU ETS, and thus would likely considerably drive up the EU ETS price. If so, the extension of the EU ETS could result in closure of European operations and increased carbon leakage. This means that a lack of an effective carbon leakage protection system undermines international competitiveness of the industry through further loss of market share and profit margins to competitors who do not face similar costs. In this context, sufficient free allocation according to needs must continue to be provided to the industry. If the EU ETS should be extended to other sectors we believe that separate carbon pricing schemes for these new sectors would be a more suitable solution.
