BrestPort Contribution to the EU Ports Stretegy - Correction BrestPorts Key Expectations for the EU Ports Strategy Ensure that small and medium-sized ports (SMPs) are fully recognised as strategic enablers of EU transport, energy, and industrial policies. Provide targeted EU funding (CEF, Innovation Fund, LIFE, cohesion policy) to support investments in offshore renewable energy, ship repair, and clean fuels. Maintain flexibility for SMPs to engage progressively across all energy transition scopes, acknowledging that business plans are often more complex and require longer preparation times. Use transitional solutions (e.g., Bio LNG) as examples of the need to keep opportunities open, enabling SMPs to build viable economic models and scale up towards next-generation fuels (hydrogen, methanol, e methanol). Reinforce the role of SMPs in maritime security and resilience, including dual-use infrastructure and military mobility. Introduction BrestPort: A Medium-Sized Port with Strong Industrial and Maritime Capabilities BrestPort is a regional port authority with a diversified industrial and maritime profile, strategically located at the western tip of Brittany, at the crossroads of traffic flows from the Celtic Sea and the Atlantic. Handling nearly 2.7 million tonnes of cargo annually, including general cargo, dry and liquid bulk, and container traffic, BrestPort is a key logistics platform for Atlantic and Channel trade routes. Its facilities include one of Europes largest dry docks (420 m), positioning it as a European reference hub for ship repair, conversion, and heavy maritime engineering projects. BrestPort is also emerging as a leading hub for offshore renewable energy (ORE). With a 40-hectare industrial terminal dedicated to the assembly of floating wind turbines and offshore logistics, the port has invested heavily in infrastructure to support the European offshore wind sector and the broader blue and green economies. This unique combination of industrial capacity, strategic logistics, and energy transition initiatives has led the European Commission to include BrestPort in the core network of the TEN-T (RTE-T) in 2022, recognising its role as a strategic industrial port for Europes Atlantic seaboard. Emphasising the Strategic Role of Small and Medium-Sized Ports in the EU Maritime Ecosystem BrestPort welcomes and fully supports the European Commissions initiative to develop a comprehensive EU Ports Strategy. In this context, we wish to draw particular attention to the crucial role of small and medium-sized ports (SMPs) in achieving the Unions objectives in transport, energy, digitalisation, security, and territorial cohesion. Using the example of the Port of Brest, this contribution aims to highlight how SMPs act as vital enablers of EU policy implementation at regional level. 1. Strategic Position within the TEN-T Atlantic Corridor BrestPort is strategically located at the maritime crossroads of the Atlantic and North Sea basins, one of Europes busiest maritime corridors. As a core node of the Atlantic TEN-T network, it serves as a critical gateway connecting Europes peripheral regions to its economic heartland. In doing so, BrestPort actively contributes to the territorial and modal integration objectives of the TEN-T Regulation and reinforces the European dimension of regional development. 2. Ports as Transport, Energy, and Industrial Hubs BrestPort supports the EUs ambition to enhance the role of ports as multimodal logistics, industrial, and energy hubs. Beyond its general cargo handling activities, the port hosts significant industrial capabilities, including one of Europes largest dry docks dedicated to ship repair and maintenance.
