Response to Fitness Check of EU airports legislation

As a matter of principle, the Association of German Airlines (BDF) strongly advocates better and effective regulation of monopolies in the field of aviation and the liberalisation of ground handling services. More effective regulation and better ground handling services are essential for the competitiveness of the European air transport industry in its competitive relations with non-EU airlines. Therefore, the BDF is in favour of further enabling market access for third party service providers in ground handling and ensuring that market access follows objective criteria and not political influence driven by the interests of airports. As for the regulation of airport charges and the application of the Airport Charges Directive in Germany, an independent and genuine regulator is needed most. Response to Union-wide performance targets for the fourth reference period (RP4)

The Association of German Airlines (Bundesverband der Deutschen Fluggesellschaften e.V. BDF) would like to express its appreciation for the opportunity to comment on the proposal to set Union-wide performance targets for the air traffic management network for the fourth reference period. We consider the targets proposed are not ambitious enough to make a significant step forward to a more efficient and effective provision of ATC services in Europe KPA Safety: BDF recognises high safety standards in Europe, but the RP4 targets could be more ambitious. KPA Environment: Due to capacity constraints resulting in longer flight routes, environmental targets are unlikely to be met. KPA Capacity: Capacity targets for RP4 being less ambitious than the target for RP3, which indicate a lack of available capacity, which will lead to operational inefficiency and higher emissions. KPA Cost-Efficiency: Cost-Efficiency targets will be compensated by anticipated inflation therefore not reducing cost. Cost baseline may include regulatory gaming issues since historically actual cost were less than determined cost. We will be happy to assist in any discussion with you at any time. Response to Amendment of the Aviation Guidelines with respect to the specific provisions on operating aid to airports

The Association of German Airlines (Bundesverband der Deutschen Fluggesellschaften e.V. – BDF) and its member airlines have been and remain firmly convinced that subsidies and state aids are likely to distort competition. Hence, it was logical to phase out and prohibit operating aid to regional airports as determined in the so-called Aviation Guidelines. However, we acknowledge the impact of Covid-19-pandemic on the aviation sector and therefore support to reconsider the timeline for expiring the transition period, which was defined originally in 2014 for a period corresponding with the duration of the crisis. However, the pandemic must not be misused to prolong operating aids to such airports that would not be economically viable even without the pandemic after the original deadline of 2024.
