Response to EU’s next long-term budget (MFF) – implementing EU funding with Member States and regions

Centralny Port Komunikacyjny (CPK) welcomes the European Commissions proposal for the next Connecting Europe Facility (CEF). CPK particularly values the decision to maintain this flagship instrument within the new EU budget, as it remains indispensable for completing the TEN-T network and strengthening Europes military mobility capabilities. As the entity responsible for developing Polands new multimodal airport hub and high-speed rail network, CPK brings practical insights from implementing large-scale TEN-T and HSR projects under EU and national frameworks. CPK fully subscribes to the Commissions guiding principle to make full use of every euro in the EU budget to invest in areas where EU value added is greatest. The proposed increase of the CEF budget to 51.5billion, including 17.65 billion earmarked for military mobility, is therefore strongly welcomed. At the same time, CPK believes the effectiveness of the CEF can be further strengthened to better reflect the different stages of high-speed rail development among Member States, ensure full alignment with the TEN-T Regulation, and support the expected European High-Speed Rail Network Plan. Guided by this principle and by the findings of Enrico Lettas and Mario Draghis reports on the EU Single Market and the future of European competitiveness, CPK stands ready to actively contribute and therefore presents the following key recommendations to advance the development of a truly interconnected European high-speed rail network.

Response to Connecting Europe through high-speed rail

Centralny Port Komunikacyjny sp. z o.o. (CPK) welcomes the European Commissions forthcoming communication on the development of a pan-European high-speed rail (HSR) network. We fully support the direction of action aimed at creating an integrated, competitive, and sustainable rail network that contributes to achieving climate objectives and strengthening the territorial cohesion of the European Union. In CPKs view, the development of HSR should be clearly defined as one of the highest priorities of EU transport policy. This requires stable and predictable EU-level funding, both for infrastructure projects and the procurement of high-speed rolling stock. In particular, there is a need for a significant increase in the financial resources available under the Connecting Europe Facility (CEF), including the establishment of a dedicated envelope earmarked specifically for HSR projects, alongside Cohesion Funds and financing from the European Investment Bank. From the perspective of HSR development, Central and Eastern Europe including Poland remains underdeveloped compared to Western European countries and is poorly connected to the European high-speed rail network. It is therefore essential to address investment disparities between regions and to implement flagship projects such as the Warsaw - Łódź - Wrocław/Poznań Y HSR line and its long-term extension to the capitals of neighbouring countries (Berlin and Prague). Such projects offer high European added value and contribute to the integration of the EU market. We support efforts to eliminate technical, operational, and regulatory barriers that hinder the provision of cross-border HSR services. Consistent rules on infrastructure access, interoperability, ticketing, and passenger information are needed. At the same time, we emphasise the role of the rail industry and technological innovation as key elements in building the EUs global competitiveness. CPK expresses its readiness to continue cooperating with the European Commission, as well as national and international partners, to achieve common objectives in building a modern, interoperable, and accessible HSR network across the European Union.

Response to Foreign Subsidies Guidelines

Please find the key points of CPK feedback below, with the full position detailed in the attached file. As a contracting entity, CPK would like to take the opportunity of the ongoing consultations to emphasize the need for specific improvements in the practical implementation of the foreign subsidy assessment process in public procurement. We believe the following additional enhancements should be considered: 1. Shortening the deadlines to conduct preliminary reviews and in-depth investigations. 2. Introducing a digital service to enable contractors to complete the prior notification/declaration form, import relevant data directly from the European Single Procurement Document (ESPD), and generate a file for submission to the contracting entity along with the application for participation or the offer. 3. Allowing the submission of files in formats other than PDF when sending information via EUSend. 4. Notifying the contracting entity about the actions taken during the verification of prior notifications/declarations and upon the completion of the verification process. 5. Providing a database where all decisions taken by the Commission under Article 31 of the FSR would be accessible in one place.
