The French National Centre for Scientific Research (CNRS) is one of Europes leading research-performing organisations, recognised for its excellence in both fundamental and applied research, and for its central role in advancing scientific knowledge and innovation for the benefit of society. As a strong actor in the European research and innovation landscape, the CNRS is a window into the significant role played by fundamental research as a key driver of innovation. Therefore, the CNRS warmly welcomes the European Commissions consultation on the upcoming European Innovation Act, which represents a vital step toward a thriving, sustainable European innovation ecosystem that empowers start-ups and scale-ups, supports research, and strengthens Europes global competitiveness. The CNRS stresses the importance of contributing to this forthcoming legislation and hence submits its full position in the attachment to this statement.

As a long-standing partner in EU framework programmes and an active contributor to cross-border collaborations , the CNRS plays a key role in shaping and advancing the European Research Area (ERA). The CNRS warmly welcomes the European Commissions consultation on the forthcoming ERA Act. Placing research and knowledge at the heart of the European project is essential to strengthening Europes attractiveness and competitiveness in a global context. In the field of fusion energy, the CNRS coordinatestogether with the CEAthe French Federation for Magnetic Confinement Fusion Research (FR-FCM), and the national priority research programme SupraFusion (PEPR), both of which support the development of magnetic confinement fusion and the International Thermonuclear Experimental Reactor (ITER) project. As a major research-performing organization, the CNRS stands ready to contribute its expertise and resources to support the strategic development of fusion research at the European level. The development of a robust European strategy for research and technology infrastructures represents a unique opportunity to reinforce the foundations of Europes scientific excellence, technological leadership, and industrial competitiveness. By clearly distinguishing missions and funding models, while fostering synergies and complementarities across the ecosystem, the EU can address both persistent and emerging challenges in a coherent and forward-looking manner. Ensuring the long-term sustainability and accessibility of these infrastructures will be key to supporting Europes strategic autonomy, resilience, and capacity to respond to societal and technological needs. In addition, research and technology infrastructures serve as powerful magnets for talent, offering cutting-edge environments that attract, train, and retain the highly skilled individuals essential to Europes competitiveness. Avec ses 12 000 chercheurs, ses 14 000 ingénieurs et techniciens de recherche et ses 1 000 unités mixtes avec des universités ou des entreprises à travers le monde, le Centre National de la Recherche Scientifique (CNRS) est un acteur majeur de la recherche en Europe. Dès l’origine, il a donc contribué à la montée en puissance du programme cadre de recherche et d’innovation, lancé en 1983, et adhéré au projet d’Espace Européen de la Recherche (EER) adopté 2000 pour créer un « marché intérieur » de la recherche et inciter les Etats membres à coordonner davantage leurs politiques scientifiques. A ce titre, compte tenu des défis scientifiques que posent, entre autres, la crise sanitaire, le réchauffement climatique et la transition numérique, le CNRS entend contribuer au renforcement de l’EER en adressant les 10 recommandations qui suivent, rédigées par le PDG du CNRS, jointes en annexe dans le fichier joint, aux autorités européennes chargées de son élaboration.
