Response to Commission Delegated Regulation amending Regulation (EU) 2019/856 as regards the application procedure

CLERENS is a Brussels-based EU Affairs consultancy, established in 1991. CLERENS specialises in association management, project management, communications and proposal writing with a strong focus on energy, environmental and mobility topics. CLERENS has participated in both of the large-scale and small-scale Innovation Fund calls. CLERENS welcomes the initiative and the proposed changes to the current Delegated Regulation (EU) 2019/856. CLERENS believes that the proposed amendments may bring a substantial improvement in the application process for the funding of the innovative projects. This development can help accelerate the consequent decisions needed to be made in order to rapidly decarbonise European industries. The amendments proposed to Articles 9, 10 and 12 of the Delegated Regulation (EU) 2019/856, introducing the possibility for a one-stage application for the large-scale calls, can accelerate the deployment of mature projects in need of support. Nevertheless, CLERENS believes it is important to ensure that, when the one-stage application for a large-scale project is chosen, the application procedure will be tailored to ensure it will be attainable for the applicant to provide all the information required for the submission of a sound, high quality proposal. Furthermore, CLERENS believes that the amendment proposed in Article 13 is a step in the right direction. The technical assistance will further support the projects reach maturity and accelerate implementation of robust and successful projects supporting innovation in low-carbon technologies and processes. Given the attention garnered by the EU ETS Innovation Fund by numerous applicants seeking to bolster European innovation, CLERENS would like to take this opportunity to call for further funding opportunities for innovative decarbonising technologies needed to meet the ambitions of the European Green Deal.
