Response to Revision of the 'New Legislative Framework'

CECIP supports the New Legislative Framework (NLF) as a key milestone in enhancing market surveillance, strengthening conformity assessment procedures, improving the credibility of CE marking, and establishing a harmonized regulatory framework for industrial products. CECIP also advocates for a revision of the NLF to better align with the evolving demands of the digital and green transitions. In this context, CECIP welcomes the introduction of a Digital Product Passport, which has the potential to foster circularity, ensure a level playing field for manufacturers globally, and reduce the entry of non-compliant imports into the EU single market. Furthermore, CECIP supports all initiatives aimed at simplifying and harmonizing the overall product regulatory framework to ensure greater efficiency, transparency, and competitiveness across the European industry.

Response to Omnibus Regulation Aligning product legislation with the digital age

CECIP fully supports the European Commissions objective to simplify regulatory frameworks and accelerate the digital and green transition. The principle of Digital by Default is a cornerstone of this evolution, marking a vital legislative shift where digital formats become the standard, and printed or analog alternatives serve as supplementary options. CECIP believes that legislation must evolve to enable a seamless digital and green transformation, while also enhancing the cross-sectoral competitiveness of European industry. In this context, CECIP welcomes the initiative to foster greater harmonization within the EU Single Market. Currently, the EU Declaration of Conformity must be physically supplied with each instrument (e.g. Annex II, Module D, section 5.2). CECIP advocates for the acceptance of digital declarations of conformity, which would streamline approval processes, strengthen competitiveness, and support the circular economy. CECIP also endorses the use of digital formats for user instructions, and supports the integration of the Weighing Directives 2014/31/EU (NAWID) and 2014/32/EU (MID) into a more unified and modern legislative framework.

Response to Revision of the Standardisation Regulation

CECIP fully supports the revision of the EU Standardisation Regulation to enable faster, more inclusive, and globally competitive standard-setting. The weighing industry depends on clear, harmonised, and up-to-date standards to ensure innovation, legal certainty, and market access. Key reasons for CECIPs support: - Faster standard-setting is essential to keep pace with rapid technological developments, especially in digitalisation and automation. - More inclusive processes will allow broader participation, particularly from SMEs, which are often underrepresented. - Legal clarity and harmonisation are urgently needed. The current framework suffers from fragmented national rules and outdated standards such as OIML R 76 and EN 45501. - Strengthening the EU Single Market by reducing technical barriers and ensuring consistent application of standards across Member States. CECIP is willing to support the revision process via interviews and the participation in workshops.
