Response to EU rules for the calculation and reporting of recycled content in single-use plastic bottles

The proposed act itself introduces separate reporting on the recycled content per component (bottle, cap and label) for the economic operator (packaging producer and/or user) and places the burden of data collection, coordination and supervision on the responsibility of the MS. In this context, nowadays in Italy , the achievement of the objectives of the Packaging Waste Directive, including the ones linked to the Single Use Plastic, derives from an activity that is promoted and reported by the EPR organisations and primarily by CONAI, as responsible for the national environmental objectives for the entire supply chain. However, the draft in consultation never expressly mentions EPR systems but, since reporting charges and responsibilities are not defined, it should be underlined that: - the details level required is not currently traceable from the information held by the EPR regime nor, in our opinion, by any other player in the supply chain; - the magnitude of this flow should be traced by a system which, until now, has yet to be implemented to evaluate a European approach (a european register?) in order to acquire the documentation necessary for those activities; - its fundamental, for above reason, to point out the opportunity to provide a longer implementation period than the expected publication time (30 days); - the exclusion of chemical recycling in the calculation of the recycled plastic content in single-use plastic bottles for drinks which should instead be included, in particular for caps and labels.

CONAI - Consorzio Nazionale Imballaggi - is made up of 736,000 companies producing and using packaging. It is a non-profit consortium legally founded to implement the Extended producer Responsibility (EPR) principle for packaging producers/ users. CONAI in synergy with Municipalities pursues the objective of guaranteeing that any material derived from separate waste collections is fully used through proper recycling and recovery processes. CONAI has been entrusted with significant duties by law, among them: - ensuring the achievement of the packaging waste recovery and recycling targets currently in force, overseeing Packaging Material Consortia (among them COREPLA for plastic) and other economic operator co-operation. - acquiring data relating to packaging flows in and out of the country and from the economic operators involved. - supplying the data collected and information requested by the Italian Ministry of Ecological Transition (MITE). Response to Early Warning Report on Waste

Extended Producer Responsibility is the main measure set by the waste framework law to achieve the targets. Organisations set up behalf and /or by Producers to fulfil such obligation are reporting waste management, and in some case also waste prevention, according to European and National rules and represent in most of the case the more relevant, accurate and high-quality sources of data reporting for Members States. CONAI, Consorzio Nazionale Imballaggi, is the Italian Packaging EPR Organisation in charge to achieve the packaging recycling targets and to report to the Authority on a yearly basis the General Program for the prevention and management of packaging and packaging waste and the Specific Prevention Plan (early report). A wide qualitative and quantitative reporting (www.conai.org/en/about-conai/results ),in terms of weight and €, of all the run and developed activities to ecodesign, reuse, collect for recycling, recycling and recovery of packaging and packaging waste. In 2022 in Italy 73,3% of packaging waste was sent for recycling: more than 10 million tons out of the 14.4 million put on the market. The growth is essentially driven by an increase of 7% in the recycling of waste from urban separate collection. Response to Calculation, verification and reporting of data on the separate collection of SUP beverage bottles

CONAI, the Italian National Packaging Consortium, is a private non-profit entity which gathers more than 700 thousand companies to ensure a sustainable and circular management of waste packaging in the EPR regulatory framework. CONAI in synergy Municipalities pursues the objective of guaranteeing that any material derived from separate waste collections is fully used through proper and recycling and recovery processes. In 2019 CONAI System recycled the 70% of packaging placed in the national market In view of this commitment, we carefully considered the present draft implement decision and fully supported its main objectives and much of its content. However, we have identified some critical issues likely to affect the plastic packaging management system and, more generally, the waste management system at a national level. Our concerns relate to the following: 1. Methodology for the determination of the weight of separately collected waste single-use bottles 2.
