Response to Circular Economy Act

The SPICE consortium calls on the EU to reform the current regulations for transboundary waste shipments, which are based on principles ill-suited for specialized material streams. For materials like solar panels (PV panels), establishing high-tech recycling facilities in every Member State is neither technically nor economically viable. Although the technology for large-scale recycling exists, the cumbersome and costly notification proceduredesigned to uphold the proximity principlestifles the business model for countries like Denmark. This forces a choice between landfilling or suboptimal recycling, directly undermining the goals of the Circular Economy Action Plan. We recommend a modernized, harmonized, and simplified system that enables European economies of scale while upholding environmental protection. See more in the attached file.
