Response to Revision of the Standardisation Regulation

Danish Standards (DS) welcomes the opportunity to contribute to the call for evidence on the revision of Regulation 1025/2012 on European Standardisation. Please see the attached response, which includes the following sections: 1. Speed: Concrete proposals to reduce time of the standardisation process divided into the three phases described in the evaluation study. 2. Alternatives to standards developed within the ESS: Suggestions on how to integrate common specifications and standards from other SDOs. 3. International alignment and European competitiveness: The importance of the International First principle, how funding and better coordination can improve EU influence 4. Stakeholder participation and inclusion: Article-specific suggestions to increase transparency and ensure better participation in the standard development process 5. Financing and free access to hENs: To secure financial sustainability, DS suggests enabling compensation for revenue loss from public access to standards, in line with the implementation of ECJ ruling (C-588/21 P).

Response to International Digital Strategy

Danish Standards (the official national standardization organisation in Denmark) supports the development of an International Digital Strategy. Digital technologies are of enormous importance to the European competitiveness and the lives of EU citizens. The EU still lags behind compared with countries such as the US and China when it comes to digital innovation. As such, Europe is vulnerable to the large market shares of the tech giants and digital solutions which do not necessarily focus on European values. Standards are an important tool for developing responsible digital solutions and strengthening the innovation and competitiveness of European businesses globally. As part of the upcoming International Digital Strategy, the EU should ensure a strong European footprint on the development of standards for digital technologies at the international level. International standards developed in the international standardization organisations ISO and IEC play an important role in shaping the use of digital technologies globally. If Europe does not take the lead when it comes to international standardization of digital technologies, companies in other parts of the world will be ready to leverage standardization to bring their solutions to the market. It should therefore be a priority of the EU to influence the development of these standards and ensure that they support the development of digital technologies which are human-centric, trustworthy, and respects human rights and fundamental freedoms. The so-called international first principle, which ensures that European standards are harmonized with global standards wherever appropriate, should be upheld whenever possible. This is key to reducing technical barriers to trade for European companies and promoting alignment between products and services globally. Groups such as consumer organizations, authorities and NGOs often struggle to participate in standardization, particularly at the international level. The upcoming strategy should introduce measures, which help ensure that a wide group of different European stakeholders participate in the work to develop international standards, which will shape the future market for digital technologies.

Response to Evaluation of Standardisation Regulation (EU) No 1025/2012

Danish Standards would like to respond to the call for evidence on the evaluation of Regulation 1025/2012 and: Note that Regulation 1025/2012 facilitates effective collaboration between CEN, CENELEC and ETSI, their national members and the European Union, reinforcing the strength of this valuable public-private partnership. Suggest that the European Commission monitor the progress resulting from recent initiatives to improve the European Standardization System before considering changes to existing legislation. Highlight that integrity of the European Standardization System has been recently strengthened by the European Standardization Strategy and Regulation 2022/2480. Reiterate that the Vienna Agreement and the Frankfurt Agreement are effective means to strengthen European influence in international standardization and this objective is well achieved on the basis of Regulation 1025/2012. Recommend that if shortcomings are identified, the European Commission consider the use of an amendment to Regulation 1025/2012 rather than a full revision of the Regulation.
