Response to Reporting scheme for data centres in Europe

Eaton strongly supports the work that the European Commission is undertaking to fast-track the data collection process with standardised reporting requirements to encourage the decarbonisation of data centres. Our comments are focused primarily on PUE (Power Usage Effectiveness) as a key measure and proposed sustainability indicator in line with Annex III of the Delegated Act. While we understand the legislators desire for well understood industry metrics, we must be very careful not to resort to the siloed thinking which limits the effectiveness of our efforts to decarbonize. We ought to consider more than just the efficiencies of the data centers alone, and instead consider how data centers can contribute to enhancing the sustainability of the grid. This requires a systems approach and great consideration of sector coupling. Please find the feedback from Eaton in the attached file.

Eaton welcomes the opportunity to provide inputs to the 2022 Foresight Report, which will focus on the enablers of a digital and green transition. Our response is focused on data centres and their role in decarbonizing EU’s energy through systems integration. Bloomberg New Energy Finance (BNEF), supported by Statskraft and Eaton has published a report in October 2021 which assesses and quantifies the opportunity for the EU through an analysis of 5 key markets for data centres.

Response to Climate change mitigation and adaptation taxonomy

Eaton welcomes the opportunity to give feedback on the draft delegated act under the Taxonomy Regulation (2020/852) establishing the technical screening criteria for determining the conditions under which an economic activity qualifies as contributing substantially to climate change mitigation and adaptation. Eaton fully supports the work done by the European Commission to create an EU Taxonomy for sustainable activities, and stresses the importance of sustainable finance to the deliver on climate neutrality by 2050, as part of the EU Green Deal objectives. Response to Review of energy labelling requirements for lighting products

Dear Ladies and Gentlemen, At first I want to thank for the possibility to provide comments with regards to the actual revision of the Energy Labelling directive. What I am missing is the clarification, that Emergency Lighting is exempted from Energy Labelling.. To begin with, I would like to point out that luminaires for emergency lighting are surely representing the first product segment on the market with nearly 100% LED as (low-power) light source instead of fluorescent tubes. Because of the complete regulated lighting requirements you find normally very special and manufacturer related tailored solutions with special optics, lenses and light-guides to provide optimized emergency lighting applications, often in kind of combination of LED, LED-driver and optical light guiding components. The indication of consumption of energy by labelling has - according to the eco-design framework - the target to allowing end-users to choose more efficient products if a replacement is needed. But with regards to emergency lighting and the special previous descibed design restrictions the customer / end-user is not capable to replace the LED light source with another LED light source from the market due to the fact that a compatibility is not given. To ensure the original optical and safety relevant characteristics luminaires for emergency lighting with LED light source are normally marked as "luminaire with not user-replaceable lightsource". This requirement refers to the product standard EN 60598-1, which requires in chapter 3 such kind of marking. Under the described circumstances, energy labelling for LED-light sources of luminaires for emergency lighting is not purposeful, as the end-user cannot chose between different light sources. An exchange of LED light sources of luminaires for emergency lighting can only be made by the manufacturer to ensure the proper and standard-compliant function of the luminaire.
