Response to Electrification Action Plan

The Dutch distribution system operators (Alliander, Enexis and Stedin) welcome the opportunity to contribute evidence to the Electrification Action Plan. DSOs play a pivotal role in enabling electrification, yet face increasing challenges: grid congestion, permitting delays and lagging flexible use of energy. Electrification alone cannot deliver a resilient, affordable and secure energy system. A successful Action Plan must address structural barriers that currently impede progress: grid congestion, lengthy permitting, labour shortages, diverging tariff regimes, and insufficient integration of renewable molecules and flexibility. Evidence from the Netherlands demonstrates that, without structural reforms at EU level, electrification targets will not be achieved in an affordable and timely way. Distribution system operators (DSOs) play an active role in advancing the decarbonization of the European economy. Industry, businesses, and homeowners can only realise their decarbonisation ambitions if energy infrastructure is available in a timely and sufficient manner. The current limitation in electricity grid capacity (commonly referred to as grid congestion) pose a serious obstacle, with societal costs in the Netherlands alone estimated at 10 to 40 billion annually . Large-scale investments in all energy networks, both electricity and molecules, are unavoidable. In the Netherlands, this translates into an investment agenda of approximately 200 billion by 2040, of which 22.5 billion could be saved through more efficient grid utilisation . To ensure timely implementation of these investments, accelerated permitting procedures are essential. Full use must be made of European acceleration instruments for infrastructure projects, including targeted exemptions under the Birds and Habitats Directive, particularly in relation to nitrogen obligations. At the same time, the competitiveness of the European economy is under pressure. This is partly due to an uneven playing field within the EU itself, and partly due to insufficient support for the necessary adaptations to the future energy system, a system in which flexible energy use plays a key role. The Clean Industrial Deal has already highlighted the strategic importance of flexibility as a competitive advantage. Now is the time to take concrete steps to unlock that flexibility. By using our grids more intelligently and deploying them more flexibly, we can better manage energy costs. Moreover, it is essential to significantly scale up renewable and low carbon molecules such as biomethane, hydrogen, and district heating networks. These relieve pressure on the electricity grid and help avoid unnecessary additional investments. In the Netherlands alone, this could yield savings of up to 22.5 billion2, directly contributing to both affordability and competitiveness. Alliander, Enexis & Stedin response as distribution system operators (DSOs) to the consultation on the Industrial Decarbonization Accelerator Act European Distribution System Operators (DSOs) are committed to supporting the decarbonisation of European industry. However, the industrial sector cannot realise its decarbonization ambitions without timely and adequate energy infrastructure. Limited electricity grid capacity remains a significant barrier. Therefore, large-scale investments and accelerated permitting procedures are necessary, including the deployment of European fast-tracking mechanisms, to enable the swift implementation of infrastructure projects. At the same time, the competitiveness of European industry is under pressure. Internal market disparities and insufficient support for the transition to a future-proof energy system, one in which flexible energy use plays a pivotal role, are major concerns. The Clean Industrial Deal did not fully addressed flexibility as a crucial competitive advantage. Improved flexibility would also empower companies to gain more control over their energy expenditures. Moreover, the context in which European industry operates is evolving. The energy system is becoming more decentralised and flexible, and 24/7 electricity supply cannot be guaranteed everywhere. This requires a coherent European industrial strategy, with a clear vision on the type and location of industries, and with planning focused on both electrons and molecules. Industrial decarbonisation plans must be shared early with DSOs, and policies should incentivise industrial development close to renewable energy generation sites.
