Vehicle rental is highly distinct from other types of corporate fleets. It has specific operational, customer and economic challenges for electrification. Our customers who span a wide range of leisure/tourism, business rental, public authorities, breakdown and replacement mobility use-cases are the decision-maker. They determine the vehicle propulsion choice for each rental and use-case. Often we are not aware of the specific use cases that their vehicles are deployed for. Despite different strategies to influence our customers rental choices towards BEVs, organic demand for rental BEVs remains very low across the different customer segments, even in the European markets that have the highest level of overall BEV penetration. For Enterprise and the rental industry at large, to increase BEV uptake, we need support to 1. Reduce vehicle acquisition costs 2. Catalyse a functioning second-hand BEV market 3. Accelerate enabling conditions with a particular focus on high-volume/fast turnaround mobility hubs such as airports and railway stations 4. Drive customer demand through uptake incentives spanning fiscal benefits such as reduced rate of VAT for shared EV mobility services, to targeted use-case specific needs like green tourism EV vouchers. Those EU Member States that have the fastest BEV uptake have all used broadly the same formula: incentive systems to support BEV acquisition, largely driven through the company car channel and heavy investment in charging infrastructure. None have resorted to EV mandates. As a result, our position on the policy options (POs) put forward by the European Commission as the basis of this Call for Evidence are: PO 1 setting of national targets: without an EU-level strategy for Member State incentive frameworks and financial support, national targets alone are unlikely to succeed and deliver the target emissions reductions. We would support this PO provided it is combined with the necessary robust funding & incentives framework (open to rental) and a requirement to develop the enabling conditions. ZEV purchase mandates should not be seen as an eligible option to reach the targets. PO 2 rules on financial incentives: is the PO most likely to succeed if it follows the pathway of the fastest BEV uptake European countries. Today rental vehicles are excluded from such national incentive schemes. Vehicle rental must be included henceforth, not least as with the right uptake conditions, they offer the potential to expose growing numbers of customers to driving a BEV, without the upfront purchase costs. However, this PO will require EU funding support (e.g. ETS2) as many Member States are not in a position to alone fund what is a high-cost system transition not just at the vehicle level, but also substantial investments in grid, power capacity and infrastructure deployment. PO 3 targets for specific entities: must be decisively discarded. The idea that simply obligating fleet operators to acquire BEVs in the hope that their customers will voluntarily make the switch to BEVs, and often pay a premium to do so, is misguided. Mandatory vehicle acquisition targets do not address the key uptake needs for the rental sector. Instead, they would incentivise longer vehicle holding times for non-BEV vehicles and the steady reduction of new vehicle acquisitions, harming the competitiveness of the European vehicle manufacturers, as well as reducing mobility options for European consumers, business and public authorities. Ultimately, they would be self-defeating as rental and other mobility service providers are one of the primary drivers of European fleet renewal. One existing EU regulatory instrument that should further act as a demand stimulus for ZEV uptake is the Clean Vehicles II Directive. The European Commission must redouble efforts with Member State Governments to drive ZEV uptake for public authority fleets through CVD II or a more robust successor.
