CCS TSI EC Public Consultation - EAL comment on Annex - Ares(2022)9015551 1) Use of the ETCS Baseline 3 Release 2 Test Specifications to test ETCS Baseline 4 (reduced envelopes) on-board equipment In section 6.2.4.1, it is written: the Notified Body shall check that (1) a representative specimen of the interoperability constituent has been submitted to a full set of test sequences (2) these tests were carried out in a laboratory accredited in accordance with the procedures specified in Appendix A, Table A 1: o For on-board ETCS supporting up to system version 2.1: 4.2.2 c. It should be highlighted that section 4.2.2 c. points to the on-board test specifications for ETCS Baseline 3 Release 2. Therefore, they require adaptations and additional analysis to be interpreted to test on-board ETCS supporting up to system version 2.1 according to ETCS Baseline 4 Release 1. We thus propose to add the following footnote after 4.2.2 c: Section 4.2.2 c. points to versions of the on-board ETCS test specifications designed for the ETCS Baseline 3 Release 2 defined in Regulation (EU) 2016/919. Therefore, they require adaptations and additional analysis to be interpreted to test on-board ETCS supporting up to system version 2.1 according to the ETCS Baseline 4 Release 1 defined in this TSI. 2) Specifications not available In Table A 2, index 37 c and 37 d refer to specifications that are not available for an official delivery. Therefore for: - Index 37 c: version 3.3.0 should be replaced by 3.2.0. - Index 37 d: version 3.4.0 for should be replaced by 3.3.0.
