Euroconsumers AISBL pursues non-profit purposes of international utility: - Monitor consumer policy; coordination of the representation of its EU members at EU and global level; advocating for EU policies that benefit consumers in their daily lives. - Coordinate private enforcement activities aimed at consumer redress in case of clear and unacceptable violations. - Explore dialogue and collaboration with relevant market players to develop consumer friendly solutions, design better products and services and further improve consumer empowerment. In order to ensure the professionalism and economic viability of these activities, Euroconsumers AISBL is supported by Euroconsumers SA, a company based in Luxembourg, whose mission is to coordinate and oversee the editorial activities and consumer services carried out by the network organizations in four European countries (Italy, Belgium, Spain, and Portugal) through an ad hoc consortium agreement with the local entities.

Euroconsumers and its national members - Testaankoop/Testachats (Belgium), OCU (Spain), Altroconsumo (Italy) and Deco Proteste (Portugal) - welcome the opportunity to provide feedback on the Circular Economy Act. This initiative represents a key opportunity to create a genuine Single Market for Circular Goods and Materials that empowers consumers and strengthens industrial resilience. Building consumer trust through harmonised rules on refurbishment, repair, and software support is essential to drive demand for circular products and ensure valuable materials remain within the EU economy. By integrating consumer markets into the circular value chain, the Act has the opportunity to transform circularity from ambition into reality delivering a more competitive and sustainable Europe. Response to Digital Fairness Act

Euroconsumers and its national members - Testaankoop/Testachats (Belgium), OCU (Spain), Altroconsumo (Italy) and Deco Proteste (Portugal) - support the call for innovation and European competitiveness set out in the objectives of the Digital Service Act by ensuring that the EU Consumer Acquis is fit for the digital age. A modern, competitive Europe depends on consumers who are confident, informed, and empowered. Strong, informed consumers drive innovation, reward fair competition, and help build a resilient European economy. Protecting and empowering them is not a brake on innovation, it is a foundation for it. Therefore, a competitive Europe cannot be built at the expense of consumers, their rights or their empowerment. On the contrary: the role of consumers in Europes economy at this decisive moment in time needs reinforcement. First and foremost, by enforcing already existing consumer legislation. The current consumer acquis already holds an impressive set of rules that could tackle some of the problems and imbalances consumers face today if they were properly enforced. Facing this enforcement gap is therefore crucial to set a future-proof, safe and consumer empowering digital environment. However, effective enforcement also relies on rules that are clear, actionable, and adaptable to new digital realities. If market expectations are unclear or if applying general principles takes years of jurisprudence, enforcement lacks efficiency, and both consumers and businesses are left uncertain. Conversely, introducing regulation for its own sake risks overreach. The goal should be to fill legislative gaps, clarify obligations, and update rules where needed to the modern digital environment creating certainty for consumers, traders, and authorities alike. In doing so, it should aim at keeping the good while filtering out the bad, addressing harmful or manipulative practices without undermining innovation that benefits consumers. As a third pillar to the Digital Fairness Act, Euroconsumers would like to underline the specific reality of minors in the digital world and the importance of addressing it in a minor-proof way, built on their experiences and expectations. With these elements together, Europe can lead the way towards a fair, competitive, and trustworthy digital economy. Please find our full position enclosed

Response to Digital package – digital omnibus

Euroconsumers welcomes the opportunity to share its input for the Commission's Simplification digital package and omnibus package. Please find attached our contribution regarding cookie fatigue. In addition, and with regard to the implementation of the AI Act, Euroconsumers supports a practical and effective implementation of the incoming rules. This requires ensuring that the necessary standards are ready and enforceable. This should be a priority for the Commission. As many aspects of the AI Acts implementation, particularly in relation to high-risk systems, depend on the outcome of ongoing standardisation work, careful consideration should be given to how the timing of these processes interacts.

Our response is grounded in the day-to-day experience of Belgian, Italian, Spanish, and Portuguese consumers, as well as the collective insights and mission of Euroconsumers to "Empower People, Improve the Market". Euroconsumers strongly believes that a competitive Europe needs empowered consumers at its heart. People are not just passive participants in the economy but drivers of innovation, competition, and growth. When well-informed and protected, they can push markets to deliver innovative products and services that truly meet their needs. The Consumer Agenda 20252030 is an opportunity to recognise that consumer protection and market competitiveness are not opposing goals, but on the contrary mutual reinforcing. It should therefore put consumers firmly at the table, making their empowerment a cornerstone of Europes long-term competitiveness, sustainability, and resilience. Euroconsumers and its member organisations in Spain (OCU), Italy (Altroconsumo), Belgium (Test Achats/Test Aankoop) and Portugal (Deco Proteste) welcome the opportunity to contribute to the European Commissions call for evidence on the upcoming Digital Networks Act (DNA). Our response is grounded in the perspectives of Belgian, Italian, Spanish, and Portuguese consumers, as well as the collective insights of national experts, with reference to our 2023 position paper, "The Future of Connectivity." We recognise that the transition to cloud-based infrastructure and the accelerating adoption of Artificial Intelligence are reinforcing the importance of Europes digital networks. These trends underscore the importance of a resilient, competitive, and future-proof connectivity framework to meet evolving technological needs, but to also ensure that Europe remains a global leader in digital innovation. However, the response to these challenges must be rooted in policies that protect competition, uphold net neutrality, and secure affordable, high-quality access for all consumers. We support the EUs ambition to advance digital infrastructure and connectivity, but we caution strongly against approaches that risk weakening competition, undermining net neutrality, and raising costs for consumers. Ensuring fair, affordable, and open access to digital networks must remain at the heart of any future policy framework.
