Response to Omnibus Regulation Aligning product legislation with the digital age

3 Sept 2025

EUROM 1 welcomes the European Commissions Omnibus Regulation as a valuable step towards digitalisation, user-friendliness and sustainability. While supporting the overall direction of the proposal, EUROM 1 raises concerns regarding the requirement for mandatory paper instructions for consumer products and products that could reasonably be used by consumers. We argue that digital instructions are more inclusive, safer, and better aligned with sustainability goals. They allow for accessible formats, ensure constant availability and updates, and reduce environmental impact, particularly given the need to provide instructions in all 24 EU languages. Paper versions would in any case remain available on request, ensuring consumer choice. EUROM 1 therefore recommends that digital instructions should be the default solution, with paper copies provided only upon request, in order to fully support the aims of simplification, sustainability and competitiveness. Please find attached our position paper with comments and suggestions from the European Optical and Eyewear Industry.

Response to EU label on product durability and EU notice on consumers’ legal guarantee rights

28 Jul 2025

EUROM 1 supports initiatives aimed at enhancing transparency for consumers and promoting environmentally and socially responsible practices. Nevertheless, we express serious concerns regarding the expanding scope of EU legislative initiatives that, while well-intentioned, risk producing an overload of product information. This excessive flow of data may ultimately become counterproductive, leading to consumer disengagement. Particularly concerning is the inclusion of medical devices, already subject to stringent regulatory frameworks, within the current proposal on additional information and labelling requirements. EUROM 1 Optical Industries remains committed to supporting EU goals on transparency and sustainability. However, we urge policymakers to carefully consider the practical implications of the current proposals, especially for SMEs and the medical device sector. A more balanced, digitally enabled approach is essential to achieve regulatory efficiency without compromising the quality of patient care or placing undue burdens on industry stakeholders.
