This submission is based on reports produced by the ECRE and PICUMs joint project. PICUM and ECRE work for the rights and well-being of people with a migrant background. PICUM works for people with an irregular residence status, while ECRE works for refugees, asylum-seekers, and other forcibly displaced persons in Europe and in Europe's external policies. ECRE and PICUM have a joint project focusing on EU funding for migration, asylum and inclusion.

The attached submission is based on reports produced by the ECRE and PICUMs joint project on EU funds for migration, asylum and inclusion, as well as other material produced by ECRE. The points highlighted in the attached document include: 1) Effectiveness - Lack of implementation of the partnership principle in EU funds (in line with the Common Provisions Regulation) - Lack of transparency on the implementation of the horizontal enabling conditions related to the Charter of fundamental rights 2) Efficiency - Good practice from EU's response to Ukraine, particularly regarding provision of EU funding to civil society 3) Relevance - EU funds should be allocated to objectively identified needs and implement all parts of the CEAS 4) Coherence - Use of internal policy funds in third countries undermines coherence of internal and external policy objectives
