Response to Model official certificates for certain categories of terrestrial animals and germinal products thereof

EFFAB (European Forum of Farm Animals Breeders) is the voice of the European Animal Breeders. The RepVet group is a Working Group within EFFAB. The WG RepVet is giving solicited/active and unsolicited/pro-active advices to the EU Commission regarding the European legislative framework - as well as technical advices - related to the (biosecurity of) artificial reproduction of farm animals, based on scientific knowledge and practical expertise. We thank the European Commission for the opportunity to comment the draft commission implementing regulation laying down rules for uniform application of issuance, signature and guarantees of reliability of official certificates and establishing model official certificates and model declarations for movements of consignments of certain categories of terrestrial animals and germinal products thereof within the Union and entry into the Union. Within this context, we will comment and give inputs on the chapters for the INTRA movements of live animals and germinal or other reproduction products and to EU 2020/686 and to the ENTRY into the EU certificates and requirements (EU 2020/692). EFFAB and the RepVet group welcome some of the amendments proposed by the Commission and the last Animal Health Advisory Committee held on 29 October 2020. With the document attached, we would like also to add some new ones and give comments on some of the proposal.

We will like to thank the EU commission for the opportunity to get involved stakeholders. European Animal Breeders are contributing to the Roadmap for the Fitness check of EU Animal Welfare legislation through the file attached. And we are looking forward to contribute all along the process.

EFFAB is the European Forum of Farm Animal Breeders, the voice of animal European breeders’ associations, companies and cooperatives working in poultry, aquatics, ruminants and pig genetics. Animal breeding and reproduction form a vital part of the European food production systems. Across Europe, millions of animals are bred every year, including cattle, sheeps, goats, pigs, chickens, laying hens and many different species of fish. The companies, cooperatives and organisations that breed animals in Europe are willing to provide the highest standards of health, welfare, safety and sustainability. And continuous improved practices they adopt have a direct impact on the animals that farmers need to provide sustainable, nutritious and tasting food to EU citizens. Animal breeding sector has warmly welcomed the Farm to fork initiative as a way to put together all the efforts and the incessant evolution and improvement of the EU food systems to be more sustainable. European animal breeders are breeding, and will continue to breed, animals that have less impact on climate change (e.g. methane emission, global warming potential) and ecosystems considering the entire production systems, with an optimal use of resource to reduce the emission of carbon-dioxide, nitrate, phosphate and ammonia, while considering the reusability of the excretion of the animals. They also breed resilient animals adapted to different and/or changing (climate and/or management) conditions and fish and shellfish with limited risks of contamination of wild populations by diseases existing in farms. Nowadays, animal breeding programs are a combination of many traits, also functional traits improving animal health and welfare. E.g. Increasing resistance in farm animals to animal diseases by breeding is another way to tackle antimicrobial resistance and food waste reducing antibiotic treatments and food discarded because of the treatment. That’s why business as usual is not an option for animal breeders as incessant improvement is at the core of their activities. However, the sector needs smart policy based on facts and science to be able to contribute to the evolution of the EU food systems. All the human activities have an impact on the environment and agriculture and livestock are probably the only ones that can contribute also to mitigate their impact. Using comparable calculations of environmental footprint between sectors is needed before taking measures. Animal breeding is a long-term issue that can help agriculture to become carbon neutral in 2050, with clear rules tackling the right problems. European livestock has a strong potential on the circularity of the agricultural and food production systems. And it is also present in almost all regions of Europe, with a wide diversity of production systems in terms of local, economical, agronomical, environmental and sociological contexts. This diversity gives resilience to the entire sector. Livestock provides also huge benefits to rural areas and communities in a more and more urbanised Europe, whilst preserving the environment and reducing GHG emissions. On this purpose, Animal Breeding is committed to better define breeding goals and phenotypes of livestock and aquaculture related to the environment and their impact on climate change. This will allow to perform most powerful and efficient breeding programs for a more sustainable livestock sector. Innovation is key for progress and EU animal breeding is leading global knowledge on this area. This can help to improve the sustainability of the global food systems. On this purpose, EFFAB members are also active in FABRE TP ; a technological platform active at EU level to promote research and innovation in animal breeding and reproduction. FABRE TP also strengthens collaboration between the private sector, research institutes and universities in Europe. Together, EFFAB and FABRE TP promote Responsible Research and Innovation in animal breeding
