Response to Amendment of the EU ETS Monitoring and Reporting Regulation (MRR)

OCI Nitrogen welcomes the opportunity to give feedback on the draft revision for the EU ETS Monitoring and Reporting Regulation (MRR), as posted on www.ec.europa.eu * The EU-ETS is one of the cornerstones of the European Union’s policy to combat climate change; the trading system is its key tool for reducing greenhouse gasses cost-effectively. As such, OCI Nitrogen supports the Commission’s work to stimulate innovation and the recycling of carbon-dioxide (CO2). In particular, OCI Nitrogen welcomes the initiative to amend Article 49 (Transferred CO2) with possibilities other than geological (i.e. underground) storage of CO2. Transferring CO2 from an installation for subsequent use in the production of value-adding materials reduces the emission of CO2 to the atmosphere. Explicitly mentioned in Article 49 of the MRR is the example of Precipitated Calcium Carbonate (PCC): CO2 from an ETS installation is transferred and used as raw material to produce PCC, chemically binding the CO2 for subsequent use in PCC-containing materials. Melamine, one of the products in OCI Nitrogen’s portfolio, chemically binds CO2 in a similar way. Instead of being emitted, CO2 is transferred from an ETS installation, bound chemically in melamine and remains bound in its subsequent uses downstream in, for example, laminate flooring, furniture and foams. The rationale behind producing PCC and melamine is very similar, as is depicted in the attached graphic. OCI Nitrogen therefore urges the Commission to also include melamine as a product chemically binding CO2 in Article 49 of the Monitoring and Reporting Regulation. OCI Nitrogen remains at the Commission’s disposal and will happy provide additional information where requested.
