Response to Alignment of EU rules on capital requirements to international standards (review processes)

While we generally support alignment of EU rules with International Standards as they relate to capital requirements, we urge the EU to maintain the CRD IV exemptions for smaller, less complex financial institutions such as credit unions so that capital standards can be established by national level regulators. The Basel III Framework includes the principle of proportionality and the CRD IV treatment is consistent with this proportional approach. Credit Unions are still highly regulated under national regimes, and in some instances more stringently than their banking counterparts.
