Response to EU Ports Strategy

OPEN ENLoCC welcomes the EU Ports Strategy initiative and calls for a renewed focus on the role of ports within their regional ecosystems. Ports are not isolated infrastructures; they are embedded in a network of logistics competence centres, SMEs, inland terminals, and regional transport operators that co-shape the European supply chains. Regional Collaborative Logistics must be acknowledged as a core enabler of EU competitiveness, resilience, and decarbonisation. To unlock the full potential of ports, the EU must foster stronger integration between port innovation and regional logistics capabilities. This includes recognising the role of inland and secondary nodes that support port activities, facilitating seamless hinterland connectivity, and ensuring that funding and innovation programmes address the needs of regional ecosystems, not just core ports. We urge the Commission to ensure the EU Ports Strategy includes: - Specific instruments supporting regional pilot actions with port involvement. - Recognition of ports as innovation enablers for the entire regional logistics ecosystem. - Digital transition of administrative/legal/operational obligations within the door-to-door freight transport flows involving ports, inland freight hubs and multimodal freight terminals - A dedicated stream of funding to support inland connectivity and regional port clusters. - Inclusion of Regional Collaborative Logistics principles in the TEN-T, CEF, and Horizon frameworks. - Measures to enhaching security and reslience in integrated port systems against cyber and non-cyber threats. Response to Detailed specifications regarding functional requirements for eFTI platforms

The eFTI Regulation represents a bold and necessary step towards the digitalisation of freight transport in Europe. If implemented correctly, it has the potential to transform the sector, making it more efficient, transparent, sustainable, and globally competitive. However, this transformation must reach all levels of the logistics ecosystem, including the regional and local actors that often manage the day-to-day complexity of freight operations. In this context, regional collaborative logistics the structured cooperation among authorities, operators, and service providers at regional level can act as a powerful enabler of eFTIs success. By improving data exchange across borders and modes, and by involving regional logistics platforms, hubs, and SMEs, the eFTI Regulation can become a catalyst for territorial innovation, helping regions to optimise transport flows and reduce fragmentation. OPEN ENLoCC firmly believes that the benefits of eFTI can only be fully realised through close collaboration between European institutions, Member States, and economic operators. We invite the Commission to consider the regional dimension not as an add-on, but as a core layer of the European logistics landscape. We reiterate our commitment to working with all stakeholders to ensure that eFTI becomes a success delivering tangible value and empowering regions to play an active role in shaping a more digital, resilient and sustainable logistics system.
