Response to Public country-by-country on corporate - template and electronic format

We welcome the opportunity to provide feedback on the draft Implementing Act associated with the EUs limited public country by country reporting (CBCR) introduced through Directive 2021/2101. Please find our proposals attached in PDF format and summarised below. Eurodad notes that the draft Implementing Act includes a non-mandatory reporting element in Section 5 of the common template and proposes the expansion of Section 2 and Section 3 to: 1. allow for voluntary disaggregated reporting of information on true country by country basis, by including non-mandatory rows for all countries as an alternative to the All other tax jurisdictions (aggregated basis) row; and 2. allow for voluntary reporting of additional items in a consistent and effective way, by including individual additional non-mandatory columns corresponding with disclosure elements from other mainstream country by country reporting templates; These proposed expansions would significantly strengthen the EU public CBCR templates by improving consistency with existing public and secret CBCR standards, reducing the compliance burden for reporting multinational corporations (MNCs) and if utilised, have the potential to improve the data for all stakeholders. In addition, Eurodad has provided comments on Section 4 and Section 5, as well as on the electronic reporting format and rules on mark-ups in the attached PDF.
