Response to Vaccine-Preventable Cancers

The European Parliamentary Forum on Sexual and Reproductive Rights welcomes European Commission's initiative to propose actions to increase the update of vaccination against Hepatitis B virus and Human Papillomaviruses. EPF proposes to include the following sections into the upcoming EU Council Recommendations on actions to promote vaccination against cancer causing viruses 1. Increasing vaccination coverage According to the European Parliament report A9-0001/2022 on strengthening Europe in the fight against cancer towards a comprehensive and coordinated strategy, HPV vaccination rates are worryingly low across the Member States, ranging from less than 30 % to more than 70 % (with the required level of population immunity being at 70 %.). At the same, time countries with high uptake of HPV vaccines are seeing a clear decline in the rate of HPV infection and cervical abnormalities. A resulting drop in cervical cancer is expected to become visible in the next few years. => EPF therefore calls the European Commission to work with its Members States to include HPV vaccination into routine state vaccination schedules and offer them free of charge to the population. 2. Gender neutral vaccination According to the Cervical Cancer Prevention Policy Atlas 2020, https://www.epfweb.org/node/553 , a comparative map that scores 46 countries across geographical Europe on prevention policies of cervical cancer and policies related to HPV vaccination, only 17 countries offer vaccination for boys and girls. The effect of the non-implementation of gender-neutral vaccination can be seen in the report of the European Cancer Organisation that revealed that in 2020, it is estimated that only 5% of boys were vaccinated with the full course of the HPV vaccine. WHO recommends vaccination of boys. Europes Beating Cancer Plan supports member states efforts to extend routine HPV vaccination in both girls and boys in order to eliminate not only cervical cancer but all HPV-related cancers. Both documents have as their objective to significantly increase the vaccination of boys by 2030. => EPF therefore calls the European Commission to work with its Members States to include gender-neutral vaccination into the routine state vaccination schedules. 3. Combatting vaccine hesitancy WHO has included vaccine hesitancy among one of the most prominent threats to global health. Vaccine hesitancy can be clearly noticed by the vaccine uptake of HPV vaccine (see above). "WHO Guidance document for health authorities on how to behave when confronted by vaccine deniers" emphasized the need to make the public audience more resilient against anti-vaccine statements and stories. => EPF therefore calls the European Commission to work with its Members States to combat vaccine hesitancy through public campaigns stressing the safety and effectiveness of the vaccine and through working with the health care providers.
