Response to Measures to better manage and coordinate international rail traffic to increase the modal share of rail

From the point of view of the European Passenger Federation, there are three essential elements to strengthen rail transport. 1/ "Internal" measures • Good and accessible infrastructure : track and other facilities, fair capacity allocation, affordable track access fees • Good service quality for passengers : integrated information and ticketing, service frequency (clockfaced timetables), punctuality, reliability, staff presence on trains and in stations, simple and accessible fare structure, services on board of the trains, connections with other public transport systems, real time information during the journey... 2/ "External" measures • Internalisation of external costs to end competition distorsions between modes • Prioritise PT and rail at the national and European level Above all, there is the fundamental question of whether every measure taken brings a positive benefit for the passenger as well as for the freight customer. Technology must be used in such a way that rail customers of all kinds become the focus of all efforts.
