Response to Strategy for long-term EU greenhouse gas emissions reductions

Companies Eustream, a.s. and SPP-Distribúcia a.s. would like to suggest following points to be taken into consideration when preparing the long-term EU greenhouse gas emissions reductions strategy: - Different starting positions and economic conditions of MSs – some member states’ energy sectors have almost already reached the target state – very low carbon intensity of heat and electricity production (i.a. Slovakia). To such member states very mild targets concerning RES shares and CO2 reduction should be allocated. Instead of it, other environmental problems of such member states should be solved with the very high priority (air pollution, waste management - recycling, forests decline etc.). -Different energy mix in the MSs which sets a different position for reaching greenhouse gas emission reduction targets; natural gas should be supported as an energy source which is able to replace “dirty” energy sources immediately due to pretty well built gas infrastructure. Full and effective utilization of existing transmission and distribution gas networks including interaction between transmission and distribution gas networks should be supported with targets to avoid stranded assets with a negative impact on EU citizens via costs socialization and to make energy affordable to all EU citizens. -Statements relating to the long-term EU greenhouse gas emissions reductions should be supported with clear and precise economic assessments and calculations -Strategy should be focused also on positive nudging of the public to the desired behaviour, general public acceptance of the process is crucial -Energy poverty – it seems that conventional energy sources are significantly cheaper than renewable ones; strategy should define measures to keep the clean energy affordable also for low income EU residents. Natural gas should play immutable role in the transition process to decarbonisation and sustainable EU social welfare. -Identification of risks connected with the failure of reaching the defined goals, risk management principles, identification of remedial measures in order to achieve defined goals.
